**(DRAFT) Air Traffic Control Portable Training Simulator (DRAFT)**
Requirement Description/ Salient Characteristics:
1. Remote/Portable Cloud Based Air Traffic Control Training Simulator used to teach air traffic control fundamentals, and phraseology, along with performance simulation training in both RADAR and Tower Air Traffic Control to up to 10 students simultaneously
2. Simulator must enable 24 hours a day/7 days a week training capabilities.
3. Radar training simulator must emulate Standard Terminal Automation Replacement System (STARS).
4. Simulator must run on windows platform and be accessible to 10 number students via COTS portable devices such as iPad or MS Surface Pro.
5. Simulator must use an operating system similar to the STARS programing system to build/generate scenarios.
6. Simulator must use Voice Recognition.
7. Simulator must include a part task/phraseology trainer for general and specific local knowledge items.
8. System must come with an on-site training class.
9. System must have an easy-to-use administration/management software program that has appropriate permission levels for students, instructors and administrators.
10. Must come with aircraft & airspace databases for Ellsworth and Minot AFB.
11. System must come with a one year tech support.
12. System must provide detailed student reports that can be viewed by student and instructor with the ability to email results or display/print as pdf.
13. The system must enable air traffic control trainers the ability to conduct real world simulation with trainees in order to satisfy specialty training standards (STS).
14. System must allow simulations to be tailorable by trainers, as well as include computer voice recognition generated air traffic control training solutions via a mobile platform.
15. The system must at no time be connected to the government network.
