About this file
This document is a Salient Characteristics specification for a federal procurement by the 124th Logistics Readiness Squadron, Vehicle Management (124 LRS/LGRM) of the Idaho Air National Guard (IDANG). The procurement requires two units of a Snap-on Level 5 Automated Tool Control (ATC) top kit system (Part Number: L5A0298I31C) designed as a retrofit upgrade to integrate with existing government-owned Snap-on 54-inch roll cab base cabinets (Part Number: L5AA541B0). This acquisition covers only the automated tool control top units and excludes procurement of new base cabinets or toolboxes.
The technical requirements specify that the system must achieve dimensional compatibility and mount directly onto the legacy base cabinet without structural modifications while maintaining alignment with proprietary latch-locking tracks, bolt patterns, and weight distribution limits. The tool tracking technology must employ an integrated camera-based digital imaging system that operates with a zero-FOD (Foreign Object Damage) mandate, tracking tools without physical RFID tags, adhesive barcodes, or microchips, with no limitations on tool size and automatic error detection for incorrect drawer positions. The system must include an integrated UPS providing minimum 30 minutes of backup power, a high-performance 64-bit processor with minimum 8 GB RAM, dual wireless antennas, and native compatibility with the existing IDANG Snap-on L5 Connect/LockView® software database. Operational requirements include network-ready access control supporting HID or magnetic stripe card protocols, support for unlimited assigned users, a 13.3-inch widescreen LED touchscreen display with resistive technology for gloved operation, and audible voice confirmations for tool transactions. The system must operate within established DoD Risk Management Framework cybersecurity parameters without introducing new security vulnerabilities.

Salient Characteristics
1. Scope of Requirement
The 124th Logistics Readiness Squadron, Vehicle Management (124 LRS/LGRM), Idaho Air
National Guard (IDANG) requires a brand-name Snap-on Level 5 Automated Tool Control
(ATC) top kit system. This requirement is for a retrofit upgrade kit designed to physically, structurally, and electronically integrate with existing, government-owned Snap-on 54-inch roll cab base cabinets (Part Number: L5AA541B0). This acquisition is strictly for the automated tool control top units and does not include the procurement of new base cabinets or toolboxes.
2. Technical & Performance Requirements
A. Physical and Structural Integration
• Dimensional Compatibility: The system must physically mount directly onto the legacy government-owned Snap-on 54-inch roll cab base cabinet (P/N: L5AA541B0) without any structural modifications to the existing cabinet base.
• Structural Safety & Weight Distribution: Must align natively with the proprietary latch-locking tracks, bolt patterns, and weight distribution limits of the existing
L5AA541B0 base cabinet to maintain the engineered center of gravity and prevent tipping hazards during high-impact shop operations.
• Cabinet Integrity: The installation of the top unit must not interfere with or disable the physical locking and drawer-securing mechanisms of the underlying base cabinet.
• Work Surface Options: The top unit must offer a selection of physical work surfaces, including an optional polyurea elastomer coated top or a standard stainless steel top, to meet shop safety and durability standards.
B. Tool Tracking Technology (Zero-FOD Footprint)
• Imaging System: Tool tracking must be accomplished utilizing an integrated, camera-based digital imaging system featuring a built-in camera array inside the cabinet structure that scans the tool drawer to record tool removal and replacement in real time.
• Zero-FOD (Foreign Object Damage) Mandate: The system must automatically track, audit, and log tools upon drawer closure without the use of physical RFID tags, adhesive barcodes, adhesive microchips, or any other physical modifiers attached to the individual tools.
• Drawer Configuration & Tool Size Flexibility: The tracking system must have no limitations on tool size. If a tool physically fits within the designated drawer, the system must track it. The system must operate without relying on light-sensor foam drawer inserts, ensuring drawers can be customized for stacked, long, or irregularly shaped tools.
• Error Detection: The system must automatically detect, announce, and display visual and audible errors if a tool is returned to an incorrect drawer position or if an inventory mismatch occurs.
C. Power and Battery Backup Continuity
• Legacy Power Integration: The top unit must interface seamlessly with the legacy power supply routing of the L5AA541B0 cabinet base.
• Uninterruptible Power Supply (UPS): Must feature an integrated, built-in battery backup system (UPS) providing a minimum of 30 minutes of continuous backup power.
This capacity must preserve database/software integrity, log user transactions, and prevent automated toolbox lockouts during shop power fluctuations or while moving the cart between maintenance bays.
D. Hardware, Software, and Network Standardization
• Hardware Specifications: The control unit hardware must utilize a high-performance
64-bit processor with a minimum of 8 GB of RAM to ensure rapid image processing and real-time database transactions.
• Wireless Connectivity: Must include dual integrated wireless antennas to ensure robust, high-availability wireless connectivity across the maintenance facility.
• Software Compatibility: The unit must natively communicate with the currently active
IDANG Snap-on L5 Connect / LockView® software database.
• Real-Time Synchronization: Must register and sync transactions in real time, establishing direct and immediate communication both locally at the box and remotely between the box and the administrative client database.
• Reporting and Administration: The software must allow administrators to perform comprehensive analysis, customized reporting, and real-time inventory tracking from any authorized workstation on the network. Reports must be fully customizable and exportable to industry-standard formats, specifically Microsoft Excel and PDF.
• Automated Notifications: The system must support real-time, automated communication protocols, including the ability to send email alerts to administrators regarding specific events such as tool usage, required tool calibration schedules, changes in tool status, and lost or broken tool events.
• Cybersecurity Compliance: The system must operate within the parameters of the existing DoD Risk Management Framework (RMF) cybersecurity approval already established for the LockView® software network, introducing no new unapproved software or security vulnerabilities to the military network.
3. Operational & Interface Requirements
• Access Control & Locking: Must feature a network-ready user interface compatible with existing IDANG personnel badge protocols, supporting HID or magnetic stripe card access, alongside a digital keypad for manual entry. The system must support automatic drawer locking when inactive or when unauthorized access is detected.
• User Capacity: The system must support an unlimited number of assigned users within the central network database, accommodating shifts and rotating personnel.
• Touchscreen Display: The system interface must feature an intuitive 13.3-inch widescreen LED display with a 16:9 aspect ratio and resistive touchscreen technology to ensure seamless operation by technicians wearing protective heavy-duty work gloves.
• Audible Voice Confirmation: In addition to visual on-screen alerts, the system must provide audible voice confirmations to explicitly notify technicians when tools are successfully removed or replaced.
