About this file
This is a Salient Characteristics document for a federal contract requirement issued by the United States Marine Band for Fiscal Year 2025. The requirement is for one (1) custom upright double bass (CLN 0001) to be handmade and uniquely crafted with serial number 14. The instrument must be manufactured in the U.S.A. or comply with DFARS clause 252.225-7036 Buy American-Free Trade Agreements-Balance of Payments Program.
The salient characteristics specify detailed construction and performance requirements including materials (slab cut mahogany back, laminated mahogany and Paulownia sides, spruce top with medium grain, flamed maple neck handle), features (removable bolt neck affixation for disassembly, carbon fiber neck stiffener), and acoustic performance standards (withstand 250-300 lbs string tension, balanced resonance without dead zones, consistent sound quality across the instrument's range, strong fundamental with rich harmonic brightness). The bass must be suitable for classical, chamber, jazz, Latin, and big band music while blending with the Marine Band's ensemble sound and allowing musicians to play without strain. Evaluation criteria are explicitly subjective, with the musician and Director of the Marine Band determining the best instrumental fit based on musicality and perception rather than objective metrics alone. The required delivery date is September 1, 2026, to the United States Marine Band at 912 Charles Poor Street, SE, Washington, D.C. 20391. No incidental services are required.

SALIENT CHARACTERISTICS:
● Handmade, unique, serial number 14
● Made of the highest quality materials available. Top quality wood ensures best sound and projection that is required to match the sound of the musical ensemble.
● The back is from one piece of slab cut mahogany.
● The sides are laminated from slab cut mahogany and cross grain Paulownia to produce a highly resilient rib that is resonant and light weight.
● The scroll is slab cut mahogany grafted to a flamed maple neck handle.
● The top is from two pieces of spruce with medium grain.
● The neck is affixed to the body with a removable bolt. This feature allows for disassembly for travel and maintenance.
● The neck is reinforced with a carbon fiber stiffener to prevent warping and to enhance sound production.
● The sound and projection must blend well with the other instruments in the section and allows the musician to play without strain while still producing good sound and resonance in order to avoid any additional wear and tear on the instrument or on the musician’s body.
● The instrument is constructed in such a way that it can be used for classical music in a large ensemble, chamber music, jazz, latin music, and big band music.
● Professional-level basses are required due to their quality, sound projection, and blend within our musical ensemble. However, professional level basses are all handmade (not in factories), so it can be a very nuanced search with many variables depending on the maker.
● Basses should be able to withstand standard string tension of 250-300 lbs. without the bridge sinking or neck bending.
● Needs to withstand reasonable changes in temperature and humidity without cracking and warping. Should not crack from minor bumps.
● Glue should be applied cleanly and strongly and not be visible once dry.
● Should have balanced resonance across the spectrum without dead zones.
● Quality projection should retain clarity and volume at long distances.
● Sound quality does not change between the quietest and loudest playable note.
● Should have a strong fundamental first harmonic and a rich distribution of higher harmonic brightness without harshness.
● Sound should be equally full and balanced from the highest note to the lowest note.
● Evaluation of the instrument is subjective to each musician and the Director of the
Marine Band since musicality involves perception, not just numbers. Therefore, it is the musician and the Director who can reasonably determine what instrument blends best within the elite playing level and sound of the United States Marine Band.
