Fuel Bowser Trailer
SUBJECT: Statement of Need for Fuel Bowser Replacement Trailer for Emergency Generators.
1. Purpose: The purpose of having the trailer is to replace the degrading fuel bowser trailer that is currently used by 105th CES Power Production craftsmen to refill fuel in generators during power outages. The current trailer is unsafe to operate at full 100-gallon capacity since the trailer structure and tank are degrading due to old age.
105th CES is unable to fulfill its responsibilities as identified in the 105th AW Contingency Response Plan (CRP) 10-211 without the ability to refuel generators that serve critical facilities.
2. Scope or mission: The 105th CES is responsible for refueling Real Property Installed Equipment generators that serve critical areas as identified in the 105th AW CRP10-211.
3. Impact: Will provide critical refueling capabilities during base power outages.
4. Background: The current fuel bowser trailer and attached fuel tank are degrading and impacts 105th CES Power Production refueling capabilities, especially if the base encounters a power outage for an extended period. The current 100-gallon trailer is limited to approximately a 50-gallon capacity due to a degraded tank.
This request includes a higher capacity 500-gallon tank allowing Power Production craftsmen to increase fueling capabilities via one load of fuel by 485%.
5. Period of Performance/Delivery Date: As soon as possible.
6. Salient Characteristics: The trailer will need to be Department of Transportation (DOT) compliant in the event the trailer needs to be taken off base to refill the bowser tank.
• 500 gallon tank capacity
• Bowser tank trailer must be equipped with a diesel pump of at least 25GPM to allow for expedient fueling operations.
• 1 inch diameter retractable fuel hose reel of at least 50 feet minimum.
• Power source to run the diesel pump (battery preferable).
• Trailer must be equipped with weight-rated jack, safety chains, adjustable height hitch, and axles with brakes.
