About this file
This Salient Characteristics document outlines requirements for an autonomous mowing system at the Malabar Annex of Patrick Space Force Base. The system must be capable of mowing 580 acres of grassy fields on a tri-weekly basis with little to no human interaction required. The period of performance is 12 months. Key requirements include mapping and scanning the area, delivering and setting up autonomous mowers, testing the system, and fully autonomous operations and maintenance to be conducted by the vendor. Training on the system must be provided digitally. The related federal contract opportunity is solicitation number FA252124QB047 for autonomous mowing capabilities to meet the operational needs specified in the Salient Characteristics document. The requirement is for the Malabar Annex of Patrick Space Force Base and is issued by the Department of the Air Force Space Command.

PATRICK SPACE FORCE BASE MALABAR AUTONOMOUS TRACTORS
Abstract Salient Characteristics for Malabar Annex Autonomous Tractors
Salient Characteristics for
Autonomous Tractors for 45 Civil Engineering Squadron
1. Purpose
The purpose of this Salient Characteristics is to define the contract support needed for providing autonomous tractor capabilities for the Malabar Annex, Patrick SFB (PSFB) for at least 12 months.
With the ever-growing list of taskers, and our Force still limited to the fixed hours within a day, there is a need to automate certain task. As the USSF looks to innovate, and reduce the burden on our resources, automating the mowing process will lessen cost and required manhours.
2. Scope
The scope of this task will include the maintenance, and operations of autonomous tractor capabilities for the Malabar Annex, Patrick SFB. The annex consists of 580 acres which is used for multiple different base operations to include training. To keep the grounds safe and operationally usable, the fields must be mowed about every 4 weeks. However, during high grow seasons, mowing is completed every 3 weeks.
3. Period and Place of Performance:
Period of Performance is 12 months.
Place of Performance is Malabar Annex, PSFB.
4. Background
This project will include (but not be limited to):
a. Shape files/scanning/mapping
b. Delivery of autonomous mowers
c. Set up/training of autonomous tractor operations
d. Test shape file/updates
e. Full operations
5. Derived Requirements / Concept of Operations (CONOPS)
The 45 Civil Engineering Squadron will deploy this system for Malabar Annex, PSFB to alleviate the need for Airmen or Guardian to physically travel to the Malabar Annex to maintain the grounds.
Grassy fields located at Malabar should be mowed on a tri-weekly basis. This is to prevent overgrowth causing the loss of training space and preventing large amounts of time required to get the annex back into operational standards. Autonomous tractors will help reduce the amount of time and effort needed to upkeep a geologically separated space.
Additionally, to prevent downtime and maintenance concerns, maintenance would be conducted by the vendor, preventing the need of CE members from being physically present at Malabar Annex, PSFB. Additionally, this will reduce training needed to maintain systems which are not common amongst other DAF installations.
Training on the system should be provided in a digital format, with associated notes needed to prevent the loss of information between change overs of CE members.
