About this file

This document outlines requirements for two 400Hz motor generators. The salient characteristics document specifies that the generators must be 75KVA units from Kato Engineering or equal, with weatherproof enclosures, 480V 3-phase 60Hz input and adjustable 120-127V 400Hz +/-2Hz 3-phase output. Key requirements include CAMLOCK connections, forklift pockets, crane lifting lugs rated to 125% of the load, and NRTL certification on site.

The related federal contract opportunity will be issued as solicitation SPMYM224Q0440 for a firm-fixed-price contract awarding two 400Hz motor generators meeting the salient characteristics. The requirement is set aside for small business and will use simplified acquisition procedures. The solicitation is expected to post on February 9, 2024, with quotes submitted electronically to DLA Maritime Puget Sound and a destination of Silverdale, Washington.

400 Hz Motor Generators (Qty: 2) Project #203-340

SALIENT CHARACTERISTICS

1. The 75 KVA 400 Hertz Motor-Generator’s (Kato Engineering, Inc, Original Equipment Manufacturer or equal, Qty: 2) shall each include the following requirements. These 75 KVA 400 Hertz Motor-Generator’s shall have CAMLOCKs for the incoming and outgoing power.

• We currently have two operating portable 75 KVA 400 Hz Kato Engineering, Inc. Motor-

Generator units

• Kato Engineering, Inc. (or equal) Motor-Generator: 100 HP motor to drive a 75 KVA, 400 Hz, 60 KW, 0.8 PF generator

• Rotary Frequency Converter System

• 2 Bearing - Single Shaft Motor Generator

• Input: 480V, 3-Phase, 60 Hz

• Output: Adjustable 120-127V, 400Hz {+/- 2Hz), 3-Phase, 400 Hz

• Incoming power is via single pole DURALINE CAM-LOK Input – Male, Cable Size - #6 - 4/0, E1016-1600 – Black, E1016-1605 – White, E1016-1602 – Red , E1016-1635 – Green (Female).

Camlocks are provided with tethered caps

• Output power is via single pole DURALINE CAM-LOK Output – Female, 30 Degree Fittings, E1022 - 1626 – Black, E1022 - 1636 – White, E1022 - 1630 – Red, No Ground. Camlocks are provided with tethered caps

• NEMA 3R, weather-resistant enclosures

• Continuous Duty

• Forkliftable - The base of the equipment shall also have continuous full-length forklift pockets/slots/tubes (in one or both directions - front to back and side to side) for handling the unit with a forklift truck. The forklift slots/tubes shall be 4” tall x 12” wide (to allow a large forklift to transport the equipment), and have a 3 ft separation (between the forklift slots/tubes).

• Crane Liftable with certified lifting padeyes (see Paragraph 2)

• Small Foot Print: 56”W x 84”L x 75”H

• Freight included with the quote

• Final destination is: Naval Base Kitsap - Bangor, Trident Refit Facility Bangor, Silverdale, Washington, 98315-7000

• Designed for continuous use in adverse weather conditions, they sit outside almost all of the time on the pier / waterfront here at Trident Refit Facility - Bangor.

• Each unit is powered by connecting input power via a 200A, 480V cable

• The output power is connected via the two sets of 200A CAMLOCK outputs to two 400Hz shore power cables, 3 conductor, 3/0 cables, 150 foot long, in paralleled and terminate at an encapsulated 400A 3 phase Joy plug which connects inside the forward shore power connection trunk to the shipboard bus.

• Two paralleled 3 conductor 3/0 cables are used instead of one THOF 500 to minimize the inductive reactance created by the high (400Hz) frequency of the power being carried.

• Consists of a 100HP, 480V, 60Hz, three phase brushless synchronous motor, driving through a common Shaft, to a 75KVA, adjustable 120-127V, 400Hz {+/- 2Hz), closely regulated, three phase, brushless, revolving field generator.

• Emergency Stop (E-Stop Button)

400 Hz Motor Generators (Qty: 2) Project #203-340

SALIENT CHARACTERISTICS

• Assembly is factory wired complete (turnkey ready).

2. The specified equipment shall be equipped with four “full load” crane lifting capable lifting padeyes (designed, located, installed and certified per Process Instruction No. 611-400-026A, Appendix 1, mounted on the top of the unit, correctly spaced for even and level lifting by a single crane hook (without use of spreader bar).

A. A Load/Proof/Pull Test Of Crane Lifting Points/lifting lugs of the lifting points/lifting lugs shall be performed and include the following:

* The contractor shall perform the pull/proof testing prior to painting and shipping the equipment to the government. Each lifting point/lifting padeye shall undergo a load test for a minimum of 2 minutes without damage or deformation. The design & load test criteria, or Working Load Limit (WLL) for the lifting points/padeyes shall be per Process Instruction No. 611-400-026A, Appendix 1. Lift points/padeyes for 3 or 4 point lifts shall be sized such that any two points carry the entire load based on worse case load distribution with respect to the center of gravity. Acceptance shall be based on no visible damage or permanent deformation following the proof test. Damage and permanent deformation is defined as cracks, tears, mushrooming of load-bearing areas, bent or twisted padeyes or structure, etc. On each lifting padeye (or immediately adjacent to it) the crane lifting point/padeye rated capacity, 125% (+5%, -0%) load test and test date shall be stenciled or labeled in 1-inch high letters. All design load calculations shall be based on the “maximum weight” (+10%) including the additional loads induced by the lifting sling angle (and the weight of loaded fuel, etc.), per Process Instruction No. 611-400-026A, Appendix 1.

* Crane Lifting Point/Padeye Pull/Proof Test Certification Report – prior to delivery of the equipment, the contractor shall provide a signed, written certification of compliance to the lifting points/padeyes load test as outlined in this Salient Characteristics listing. The lifting points/padeyes certification statement shall include that all lifting pads have been designed in accordance with design criteria of per Process Instruction No. 611-400-026A, Appendix 1, and that each lifting point/padeye has successfully passed a 125% to 130% load test. Failure to provide the satisfactory load test certification prior to delivery of the equipment could result in rejection of this equipment, because of failure to comply with the terms of the contract.

3. The two 75 KVA 400 Hertz Motor-Generator’s shall have the capability of being NRTL Certificated (i.e.

UL listed) after they arrive on our site, prior to be used, by a third party NRTL Certification contractor.
