STATEMENT OF WORK (DRAFT)
CAT TRACKING SYSTEM PURCHASE & INSTALLATION
AT
FAIRCHILD AFB WA
15 May 2023
SECTION 1 – DESCRIPTION OF SERVICES
1. DESCRIPTION OF SERVICES
The Contractor shall provide all consumable materials, specialized tools and qualified labor to integrate the Cylinder Accountability Tag System II with the Fairchild AFB Fire Department’s current cylinder fill station. Contractor will provide all equipment stated in section 1.2. Installation will be conducted in a manner that will ensure serviceability and prevent deterioration in operational effectiveness of the fill station. The Contractor shall comply with this Statement of Work (SOW) and local, state, and federal guidelines as applicable to the work involved.
1.1 SCOPE OF WORK
The contractor shall provide a cylinder accountability tracking system and install as described in this Statement of Work (SOW). The contract shall provide all equipment stated in section 1.2 and install on a Bauer CFS 5.5-3S fill station. The contractor shall also provide 100 optical scanning tags w/ high heat (<1500 degrees Fahrenheit) rubber protection for MSA Bottles P/N L87M-1. The cylinder accountability tracking system at a minimum shall perform the following functions:
1. Lock out unauthorized users from access to the refilling system
2. Allow access to authorized users via a fingerprint recognition hardware and software.
3. Read the cylinder optical scanning tag data, sending this information to the computer for analysis.
4. Made a fill or no fill decision based on preprogrammed actions and cylinder data.
5. Display errors when errors are found in the cylinders presented for refill.
6. Display cylinder information on touch screen during the refilling process.
7. Display refilling pressure of the individual cylinders, electronically, during the fill process.
8. Initiate gas flow when all preprogrammed cylinder data is within set requirements.
9. Stop gas flow when the programmed cylinder rated pressure has been achieved regardless of regulator set pressure
10. Record the fill process to the permanent report register.
11. Print reports on demand to designated administrative printer.
12. Automatically log out user after 10 minutes of refiling inactivity.
The cylinder accountability system shall offer the following permanent reports and records.
1. Authorized operators name.
2. Cylinder refilled date and time in military format
3. Cylinder serial number.
4. Refilled pressure.
5. Last hydro date of cylinder.
6. Manufactured date of cylinder.
7. Cylinders home location, when a location is desirable.
8. Refill station location when multiple locations are in service.
9. Cylinder expiration date.
10. Cylinder hydrostatic retesting due date.
11. Maintenance records of individual cylinders.
12. Color code dates.
The touch screen display shall at a minimum allow:
1. The touch screen shall be locked until user data is entered though the fingerprint recognition hardware and software.
2. When the fingerprint is recognized by the computerized accountability system the screen will automatically change to the refill screen.
3. The refill screen will automatically display three gauges and cylinder data charts.
4. The refill screen will display cylinder data and will include the following information.
Cylinders manufacturer’s name, pressure design, serial number, hydro due date, last refilled by name, time and date in military format.
5. The “Users” refill screen will contain the following buttons: set regulator, read, fill, stop, close and By-Pass.
6. The “Administrators” screen will contain all the “user” buttons plus Print Reports and add users.
The cylinder accountability system shall incorporate three separate by-pass control features as follows:
1. In the event individual cylinders are not tagged with optical scanning tags, such as in a mutual aid with a neighboring agency, there is an electronic “By-Pass” button and a drop-down box on the screen. In electronic By-Pass the cylinders will be filled to the chosen pressure from a drop-down box and will be recorded as being “filled in by-pass” to “X Pressure” on X- date and time, by X personnel.
2. In the event the cylinder accountability system fails electronically, for any reason, there is an emergency keyed, mechanical By-Pass switch located on the electronic enclosure that will send a direct electrical control to the air control piping. This will allow air to flow to the fill enclosure in the normal fashion, utilizing the regulator settings, fill controls and safeties originally designed into the fill enclosure control system.
3. The cylinder accountability system shall also provide a “By-Pass” function to enable the use of a remote fill. This function shall perform as in “By-Pass” option 1.
The contractor shall provide an NFPA 1989 compliant Purge Control. The Compressor Purge shall have the ability to exercise the air compressor for 1 hour of operation on a weekly basis.
The time for this compressor exercise shall be determined by the agency and shall have the ability to be changed in the field with a computer command. The cylinder accountability tag system shall count the total cylinders filled and exercise the compressor only when less than twenty (20) cylinders were filled on a 7 day basis.
The installation shall consist of at least the following methods:
1. The computerized Accountability system can be installed in the agencies fill enclosure and tested before delivery or can be installed in the field when a fill enclosure currently exists. Complete onsite training will be offered with the system.
2. All cylinder tags will be installed in cylinders on site
3. All cylinder tags must be programmed into the Cylinder Accountability Tag system.
4. No drilling, welding, cutting, insertion of screws into the steel or modification of any kind shall be done to the Explosion Proof section of the fill enclosure. This is a safety issue and could compromise the integrity of the fill enclosure and will void the manufacturer’s safety warranties. Any modifications to the factory safety features of the explosion proof section of the fill enclosure is not acceptable.
5. All piping, computers, control wiring cutouts and such shall be located outside of the explosion proof area of the fill enclosure. All external items shall be rigidly affixed for safety and protection of the equipment.
6. Cylinder optical scanning tags shall be inserted into the rubber bumper located on the top of the cylinder valve.
7. A color coded, flame resistant, 2-part epoxy will be used to secure the optical scanning tag in the valve bumper indent. The epoxy shall have a higher flame rating than the original cylinder bumper as provided by the cylinder valve manufacturer.
8. The optical scanning tag and epoxy shall not interfere with the safe and normal operation of the air cylinder.
9. Color coded epoxy shall be used to differentiate the cylinder manufactured year and hydro test dates for easy recognition by the agency. These colors shall be listed with date identification in the Cylinder Accountability Tag System as an email report.
Records for all data on cylinders shall consist of at least the following:
1. Refilling data forms shall be emailed to the responsible party(ies) chosen by the agency through the system.
2. The Agency will initiate a record send command to send individual reports to the email address recorded within the system.
3. Reports shall have the ability to be sent in whole, or culled to a particular date range as determined by the initiator of the report.
4. As an option refilling and data records shall be backed up to a removable drive
5. As an option refilling and maintenance records shall be located off site on a Cloud server and be accessible on the internet to the district.
