About this file

The document is a Salient Characteristics specification for a universal gas flow controller required by the U.S. Geological Survey (USGS) Geology, Energy, and Minerals Stable Isotope Laboratory (GEMSIL). The procurement seeks a ConFlo IV Universal Continuous Flow Interface manufactured by Thermo Fisher Scientific or an equivalent product that meets seven critical performance characteristics, including universal compatibility with a Delta V Plus Isotope Ratio Mass Spectrometer, automated gas flow control, self-diagnostic capabilities, helium auto-dilution, multi-device management, batch processing automation, and efficient reference gas handling.

The related federal contract opportunity (Solicitation Number 140G0126Q0020) is an unrestricted competitive Request for Quotations for the brand name or equal gas flow controller, with delivery to Reston, VA within 45 days of purchase order receipt. The solicitation falls under NAICS code 334516 for analytical lab instrument manufacturing, with a size standard of 1,000 employees. The anticipated contract award date was 1/5/2020, and vendors must be registered in SAM.gov to be eligible. Quotations were to be submitted to Mindie Dixon at mdixon@sgs.gov, with the procurement managed by the Department of the Interior US Geological Survey Office of Acquisitions and Grants.

Text version

Requirement:

The U.S. Geological Survey (USGS), Geology, Energy, and Minerals Stable Isotope Laboratory (GEMSIL), requires a universal gas flow controller—brand name or equal to the ConFlo IV Universal Continuous Flow Interface, manufactured by Thermo Fisher Scientific. Equivalent products will be considered if they meet the following essential physical, functional, and performance characteristics:

Salient Characteristics

1. Universal Compatibility

· Must be fully compatible with the Delta V Plus Isotope Ratio Mass Spectrometer (IRMS) and its associated software, ensuring seamless integration for stable isotope analysis.

2. Automated Gas Flow Control

· Capable of precisely and automatically regulating the flow of both sample and reference gases during isotope analysis.

· Must optimize gas flow for accurate and consistent measurements without requiring manual adjustments.

3. Self-Diagnosis and Monitoring

· System must continuously monitor critical parameters such as gas flow rates, signal intensities, and valve operations.

· Must detect and report anomalies or deviations from expected performance to ensure data integrity and system reliability.

4. Helium Auto-Dilution

· Must utilize Thermal Conductivity Detector (TCD) signals from the Elemental Analyzer (EA) to determine sample gas concentration.

· Based on TCD feedback, the system must automatically dilute sample gas with helium to match the intensity of the reference gas.

5. Multi-Device Management

· Must support the connection and operation of multiple sample preparation devices with varying gas flow requirements, allowing flexible integration with the IRMS.

6. Batch Processing and Automation

· Must enable automated, sequential analysis of multiple samples without manual intervention, supporting high-throughput laboratory workflows.

7. Reference Gas Efficiency

· Must feature an “open split” design that allows continuous gas flow and enables accurate measurement of small sample volumes, thereby reducing sample size requirements and improving efficiency.
