About this file
The document is a Salient Characteristics specification for a Ceiling Mounted Patient Lift System for the Department of Veterans Affairs. The specification details precise technical requirements for a patient lift system, including key characteristics such as a lifting capacity of 550-1000 lbs, electronic soft-start/stop motor control, emergency lowering and stopping devices, and advanced features like wireless connectivity and usage analytics software. The lift system must meet ISO 10535 standards, include an internal Class III scale, charge continuously on the track, and provide dynamic body weight support during rehabilitation sessions.
The related federal contract opportunity is a Sources Sought Request for Information (RFI) for the VA Medical Center in Los Angeles, seeking to identify small businesses, particularly Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), capable of providing patient lifts. The NAICS code is 339113 for Surgical Appliance and Supplies Manufacturing. Interested contractors must submit detailed information by June 23, 2025, including company details, business type, product specifics, manufacturing origin, delivery timelines, pricing, FDA compliance, and reference contracts demonstrating capability to meet the specified lift system requirements.

08-01-20 statement of work ceiling mounted patient lift system
PART 1 - GENERAL
1.1 DESCRIPTION
Ceiling Mounted Patient Lift Systems for the transfer of physically challenged patients are specified in this section.
1.2 quality assurance
A. Certification for compliance is required for Ceiling Mounted Patient Lift Systems. Certifications shall be provided by the manufacturer who will conduct testing to ensure that the ceiling lift and charging system are safe and in compliance with ISO 10535 & UL 60601-1.
1.3 SUBMITTALS

| 1. | Lifting Capacity |
| 2. | Lifting Speed |
| 3. | Vertical Axis Motor |
| 4. | Emergency Brake |
| 5. | Emergency Lowering Device |
| 6. | Emergency Stopping Device |
| 7. | Electronic Soft-Start and Soft-Stop Motor Control |
| 8. | Current Limiter for Circuit Protection |
| 9. | Strap Length |
| B. | Manufacturer’s Checklist for after installation inspection. |
PART 2 - PRODUCTS
2.1 ceiling track system
| A. | The Ceiling Track shall be made from high strength extruded aluminum or VA approved equal. Provide anchor supports at ceiling substrate. |
| B. | Installed rail shall be security tested for 1.5 times greater than the motor’s weight capacity and maximum allowable deflection of a horizontal rail is no more than 1mm (1/16th inch) per 200mm (7.87 inch) of track length. (As per ISO 10535 standards.) |
C. The track rails must be capable of accommodating stationary lock for lift unit and/or stationary lock for Traverse Rail with user capability via hand control to separately position and lock the motor and/or the traverse rail in designated location(s) when indicated for patient care activity.
D. The track rail system must allow for seamless transition to a second rail system using a non-motorized gate system. The gate system must be automatic, non-electric, and require no external activation via pull cord or switch. The gate system must open upon alignment of rails and remain locked when rails are out of alignment.
2.2 lift unit
| A. | The Lift Unit shall be constructed of a steel frame system driven by a gear reduced high torque motor or VA approved equal. |
| B. | The Lift system shall have the following Salient Characteristics. |
| 1. | Lifting capacity: //550 lbs (249.476 kg) for non-bariatric lifts // 750-1000 lbs (340.194- 498.952 kg)for bariatric lifts // |
| 2. | Electronic soft-start and soft-stop motor control |
| 3. | Emergency lowering device |
| 4. | Emergency stopping device |
| 5. | Current limiter for circuit protection in case of overload. |
| 6. | Safety device that stops the motor to lift when batteries are low. |
| 7. | Horizontal axis motor to enable smooth side-to-side movement along the overhead track, ensuring effortless patient transfers. |
| 8. | Emergency brake (in case of mechanical failure) |
| 9. | Strap length: Minimum of 98”. |
| 10. | Cab: VO plastic–fire retardant, UL 94 |
11. Hand control shall be wired, with LCD screen capable of displaying patient weight and lift usage information.
12. Scale: Class III Scale shall be internal; with patient weight displayed on a screen located on the hand control.
| 13. | Class III internal scale must be available as an option; with patient weight displayed on a screen located on the hand control. |
| 14. | The hoist must not have an external scale attachment |
15. Lift must charge anywhere on the track via continuous AC charging.
16. Supplier must be able to provide a lift with automatic, hands free, dynamic body weight support and fall protection in real time during rehab or mobility sessions; clinical staff must be able to enter a specified “offload” weight directly into the hand control, after which the lift must continually offload the specified weight as patient moves and their center of gravity changes, without the need for staff to continue operating the hand control. Offload weight must be adjustable during a single session so that a patient can progress during that session.
2.3 motors A. Vertical Movement-DC Motor
2.4 batteries
| A. | The life cycle (number of charging cycles) for batteries shall be in compliance with IEC 6100-1-2. |
| B. | Provide rechargeable batteries with up to 35 transfers with a load of 200lbs (74kg) (for repositioning) // a minimum of 17 transfers with its maximum load.// |
2.5 Charger
A. Charger
2.6 straps and sling
| A. | The straps shall meet ISO 10535 guidelines. The straps shall ensure the patient’s safety by preventing the patient from falling out of the sling. |
| B. | The sling shall meet ISO 10535 guidelines. The sling shall cradle the body of the patient. // Bariatric slings shall be rated to a minimum of 750 lbs.// |
2.7 wireless connection A. Must have a wireless interface that can connect to the existing Wi-Fi network.
2.8 SOFTWARE
A. Usage analytics and maintenance analytics software must have capability to be monitored remotely via web access, without the need for a physical connection cable.
2.9 warranty A. Supplier must be able to provide and optional extended warranty package for up to 7 additional years, for a total warranty of 10 years, which must include both ISO 10535 Inspections & Preventative Maintenance (PMs) as well as parts and labor in between annual scheduled service.
2.9 compatibility: Lift system solution must be provided by one manufacturer; multiple manufacturers for different areas or units will not be considered.
2.9 dimensions/weight: The lift must have a width of 580 mm (22 3/4"), ensuring a compact design suitable for ceiling-mounted operation. It must have a body depth of 345 mm (13 1/2") to accommodate internal components without excessive bulk. The height of the motor housing must be 156 mm (6 1/8"), while the clearance required for attachment points must be 184 mm (7 1/4"). To allow sufficient lift range, the minimum vertical clearance must be 425 mm (16 3/4"), and the lift must support a maximum strap length of 2500 mm (98").
