About this file

This is a Salient Characteristics Certification document that establishes the technical requirements for a sole-source procurement of an infrared ellipsometer system by the Department of the Army Materiel Command at Aberdeen Proving Ground (Solicitation Number W911QX26QA077). The document certifies that all specified salient characteristics are commercially available, as confirmed by the Technical Point of Contact, Tom Parker.

The required ellipsometer must be capable of measuring optical properties across a wavelength range of 1.7 to 25 micrometers or greater and must be compatible with an existing government-owned Linkam HFSEL600 hot/cold stage, including provision of necessary adapters and compatible lids with appropriate windows. The system must include an independent hot stage capable of reaching temperatures of 1000 degrees Celsius or higher with automatic temperature control during data acquisition. The ellipsometer must be compatible with existing data and optical/sample models previously acquired and analyzed using a JA Woolam RC2 ellipsometer. Additional required capabilities include an automated in-plane sample rotation stage and a manual sample X-Y translation stage. The total price shall be inclusive of delivery, installation, and training at the government location in zip code 21005. This sole-source procurement indicates the government has determined that the specified equipment, likely the JA Woolam IR-VASE Mark II Infrared Variable Angle Spectroscopic Ellipsometer, is the only product meeting the required technical specifications.
