Salient Characteristics

Commercial Availability Certification:

I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.

Signature (typed name): tbd Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)

The the Computational and Information Sciences Directorate (CSID) Army Research Laboratory (ARL) requires eight (8) prototype steel piston sets (which includes compression rings, oil rings, wrist pins, and other that complete a set) with the following specifications:

CLIN 0001 – Piston Design and Tooling:

· The Contractor shall design a metal piston with a compression ratio of 18:1 which is increased from the base compression ratio of 15.5:1. This modified piston shall meet the same dimensions and weight of the base piston. FEA analysis shall be performed to validate the design of the higher compression ratio piston. The Contractor shall provide the design drawing (CAD file and 2 dimenstional drawing) and analysis report to the Government.

· The baseline piston has a bore diameter of 83 mm, a stroke of 92 millimeters (mm), a connecting rod length of 156.9 mm.

· The base pistons are used in a 4-cylinder inline engine with a rated power of 149 kilowatts (kW), a rated speed of 5000 revolution per minute (rpm), a maximum speed of 3880 rpm, a rated peak cylinder pressure (PCP) of 20 megapascal (MPa), and a maximum torque of 400 newton-meter (Nm) at speeds from 1600 to 2400 rpm.

· The Contractor shall modify the existing tooling to manufacture the higher compression ratio piston.

CLIN 0002 – Piston Fabrication and Rebuild (Including Delivery):

· The Contractor shall provide eight (8) sets of prototype steel pistons with a compression ratio of 18:1 that is designed and validated through Finite Element Analysis (FEA), and is manufactured with tooling modification, to install four (4) of the pistons in a Government-furnished engine.

· The Contractor shall build required tooling to rebuild a Government-furnished engine with the higher compression ratio pistons.

· The Contractor shall strip and rebuild the Government-furnished engine with the higher compression ratio pistons (uses 4 pistons for this rebuild).

· The Contractor shall verify that the engine rebuild is correctly performed and the engine is operational.

· The Contractor shall deliver the rebuilt engine and four (4) additional piston sets to the Government.

· The Contractor shall provide technical support if the design fault is caused by the contractor.

CLIN 0003 – Data Deliverables:

· The Contractor shall submit the Data Deliverables as described in the attached DD1423 Shipping:

· FOB Destination

· Delivery shall be to the Logistics Warehouse, Building 321, 6375 Johnson Road Aberdeen Proving Ground, MD 21005

· Delivery shall be made within five (5) months after contract award (ACA) Contracting Officer:
