About this file

This document is a Salient Characteristics specification for a deployable HAZMAT storage system procurement.

The 127th Quartermaster Company (Water Purification), 264th Combat Sustainment Support Battalion, located at Fort Bragg, NC, is procuring one U.S. Chemical Storage 2HRBFR 25X7X9 - 3 Bay Storage building to address critical OSHA compliance and soldier safety concerns. The current lack of compliant storage compromises the unit's deployable capability, impedes equipment maintenance, and poses lethal chemical poisoning risks. Any proposed equal product must meet seven essential salient characteristics: (1) two-hour bi-directional fire-rated, weatherproof construction meeting UL 263 and ASTM E-119 standards; (2) integrated Class 1 Division 2 heat pump mini-split system for continuous climate control to maintain chemical stability; (3) integrated explosion-proof mechanical exhaust ventilation system with intake vents within 12 inches of the floor; (4) built-in, leak-proof secondary containment sump with minimum 551-gallon capacity; (5) pre-engineered 45lb dry chemical fire suppression system (UL, ULC listed, and FM approved) for Class A, B, and C fires with automatic fusible link detection and manual pull station; (6) ruggedized, relocatable container design for tactical mobility via forklift or crane; and (7) flexible power system with whip cord connection compatible with military generators or standard external power sources. The system must feature a 3-bay storage configuration capable of holding a minimum of 36 drums.

Salient Characteristics Deployable HAZMAT Storage System

1. Background

The requesting organization is the 127th Quartermaster Company (Water Purification), 264th Combat Sustainment Support Battalion (CSSB), 3d Corps Sustainment Command (3CSC), located at Fort Bragg, NC. The unit’s mission is to purify, store, transport, and distribute potable water for military forces and civil authorities. The purpose of this item is to procure a deployable, climate-controlled, and externally ventilated HAZMAT Storage System to safely store highly reactive water-treatment chemicals. The current lack of OSHA-compliant storage severely compromises the unit's deployable capability, impedes mandatory equipment maintenance, and places soldiers at an immediate risk of lethal chemical poisoning.

3. Salient Characteristics

To be considered responsive, any proposed “equal” product must meet the following essential physical and functional features:

Construction & Fire Rating: Must feature a two-hour bi-directional fire-rated, weatherproof construction that meets or exceeds UL 263 and ASTM E-119 standards.

Climate Control: Must be equipped with an integrated Class 1 Division 2 heat pump mini-split system for continuous and rigid climate control (heating and cooling) to maintain chemical stability.

Ventilation: Must possess an integrated explosion-proof mechanical exhaust ventilation system, with intake vents located within 12 inches of the floor to safely remove hazardous fumes.

Spill Containment: Must have a built-in, leak-proof secondary containment sump with a minimum capacity of 551 gallons.

Fire Suppression: Must include a pre-engineered 45lb dry chemical fire suppression system (UL, ULC listed and FM approved) for Class A, B, and C fires, complete with automatic fusible link detection and a manual pull station.

Mobility & Deployability: The structure must be a ruggedized, relocatable container designed for tactical mobility via forklift or crane, not a stationary or semi-permanent industrial building.

Power System: Must include a "whip cord" connection to allow for flexible power from either military generators or standard external power sources, ensuring operational continuity in both garrison and deployed environments.

Storage Configuration: Must be a 3-bay design capable of holding a minimum of 36 drums.
