About this file

This document is a Salient Characteristics template for a federal contract opportunity issued by the U.S. Army Combat Capabilities Development Command (DEVCOM) Analysis Center. The requirement is for one full duplex wireless range communications system, specifically seeking eight (8) portable wireless intercom systems for range safety personnel, eight (8) minimalist in-ear hearing protection headsets, and eight (8) traditional earmuff-style hearing protection headsets. The communication systems must meet strict technical specifications, including a minimum noise reduction rating of 23 decibels, compliance with MIL-STD-810G electromagnetic emission standards, compatibility with military communication and protective gear guidelines, and adherence to U.S. military installation communication parameters.

Additional requirements mandate that all items be USA Country of Origin and comply with the Trade Agreements Act (TAA), Buy American Act (BAA), and Berry Amendment. The document is signed by the Contracting Officer on 5/13/2025, indicating this is a pre-solicitation document for a future contract opportunity with the Department of the Army Materiel Command Army Contracting Command at Aberdeen Proving Ground. The template was last updated on 07/28/2016 and is associated with Solicitation Number W911QX25QA019.

• Eight (8) minimalist in-ear hearing protection and full duplex communication headsets designed to be worn as freestanding units or underneath headgear such as helmets or other head, eye, and facial protection systems

• Eight (8) traditional earmuff style hearing protection and full duplex communication headsets designed to be worn as freestanding units or over headgear such as hats and in compliance with eye and facial protection systems

• All items shall meet hearing protection minimum noise reduction rating (NRR) of

23 decibels (db.)

• Shall meet MIL-STD-810G specifications for safe electromagnetic emission signatures within proximity of ammunition and explosive systems (Department of

Defense Test Method Standard, Environmental Engineering Considerations and

Laboratory Tests, attached)

• Shall be in compliance with bandwidth and frequency parameters determined by

U.S. military installation communications guidelines (i.e., spectrum and E3 compliance in accordance with guidelines posted at Defense Spectrum

Organization's (DSO) Joint Spectrum Center (JSC) -https://www.dau.edu/cop/e3)

• Shall be full duplex channeling

• Shall be compatible with head and eye protective gear (e.g., military standard helmet systems and ballistic protection glasses and goggles that meet civilian
