About this file
This is an internal memorandum from the 97th Air Mobility Wing (AETC) at Altus Air Force Base establishing requirements for procuring replacement seat cushions for C-17 aircraft. The 97th Aircraft Maintenance Squadron seeks commercial vendors to supply custom-built cushions for all flight deck positions and forward loadmaster seats. The current cushions have not been replaced in approximately ten years and are experiencing significant deterioration in fabric and padding, creating flight crew fatigue and potential safety-of-flight issues. The Air Force base lacks the machinery and trained personnel to manufacture these cushions locally, necessitating external procurement.
The seat cushions must meet specific technical specifications including custom design to fit IPECO-style aircraft seats, with bottom cushions measuring approximately 17" L x 16.47" W and back cushions measuring approximately 21" L x 18.75" W. Required materials include Confor CF45 Foam equivalent, sheepskin for body contact areas, and Blue Trevira cloth for remaining surfaces. Cushions must incorporate embroidered imagery featuring the ALTUS flaming arrow logo on bottom cushions and flaming arrow with "MOBILITY'S HOMETOWN" text on head rests. All cushions must meet FAR 25.853(b) or (c) flammability requirements and include Velcro for attachment to IPECO-style seats. Inquiries should be directed to WS-10 Carl Kidder at DSN 866-5787 or commercial 580-481-5787.

MEMORANDUM FOR 97 AMXS/MXA
FROM: CARL KIDDER/C-17 PROGRAM MANAGER 97 AMW/AMXS/MXAA
SUBJECT: C-17 Seat Cushions
1. The 97th Aircraft Maintenance Squadron has a requirement to purchase new cushions for all flight deck positions and forward loadmaster seats on the C-17 aircraft. These cushions provide for flight crew comfort during long training missions. None of our current cushions have been replaced in approximately ten years. They are showing much wear in the fabric, and the padding is breaking down. These cushions are listed in the aircraft technical order as locally manufactured.
Altus AFB does not have the required machinery nor properly trained personnel to procure these cushions. These broken-down cushions cause flight crew fatigue and painful spinal compression.
The uncomfortable nature of our current cushions causes possible safety of flight issues. Due to our inability to produce these cushions, we are seeking to purchase cushions from a commercial vendor.
2. Following is a list of the salient characteristics the seat cushion must have Specification:
a. Must be custom built to fit the C-17 aircraft pilot/co-pilot/aircrew member and forward loadmaster (IPECO) style seats.
b. Bottom cushion must be approx.. 17” L x 16.47” W.
c. Back cushion must be approx.. 21” L x 18.75” W.
d. Bottom Cushion must have ALTUS with flaming arrow embroidered picture provided.
e. Head Rest must have flaming arrow and MOBILITY’S HOMETOWN embroidered picture provided. Number of pieces and length to be determined on assembly.
f. Back Cushion requires no embroidery.
g. Must be equivalent to Confor CF45 Foam.
h. Must be meet Flammability Requirements per FAR 25.853(b) or (c).
i. Must be made of Sheepskin in body contact area.
j. Must be made of Blue Trevira cloth on remaining area.
k. Must have Velcro installed for attachment to “IPECO” style seat.
3. Questions regarding this memorandum should be directed towards WS-10 Carl Kidder, at DSN 866-5787 or COMM 580-481-5787.
