About this file
This is a Salient Characteristics Commercial Availability Certification document that outlines the technical specifications for battery-type uninterruptible power supplies (UPS) required by the Army Research Laboratory (ARL). The Army Research Laboratory requires eight UPS units total, divided into two size categories, all of which must be rackmountable in standard 19-inch racks, operate as double conversion ("online") type systems with 120V, 60Hz sine wave output without distortion, and utilize lithium ion batteries for extended longevity. The first requirement specifies five 1U-height units with a minimum 1kW capacity each, equipped with standard 120V, 15A circuit cords (5-15P plugs) that output 120V AC to at least five 5-15R receptacles. The second requirement specifies three 3U-height units with a minimum 5kW capacity each, equipped with 208V, 30A circuit cords (L6-30P plugs) that output 208V AC to at least one L6-30R receptacle. Additionally, ARL requires three step-down transformers not exceeding 3U in height that accept L6-30P, 208V, 30A input and provide 120V AC output to at least fifteen 5-20R receptacles. The document serves as a commercial availability certification confirming that all specified salient characteristics are available in the commercial marketplace, and includes a signature block for the Technical Point of Contact or Contracting Officer's Representative. This pre-solicitation notice is issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground under Solicitation Number W911QX26QA191.

Salient Characteristics
Commercial Availability Certification:
I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.
Signature (typed name): _________TBD____________ Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)
The Army Research Laboratory (ARL) requires eight (8) battery-type uninterruptable power supplies (UPS)s to provide continuous clean power to sensitive laboratory electronics. The UPSs shall have the minimum salient characteristics:
· Rackmountable in standard 19 inch (in) wide racks
· Double conversion (“online”) type
· Output 120 volt (V), 60 hertz (Hz) sine waves with no distortion
· Use lithium ion batteries for longevity
ARL requires two (2) variations in size and capacity, both of which must also meet the above criteria.
1. Quantity five (5) units that are 1U (rackmount unit) in height. These must have a power capacity of at least one (1) kilowatt (kW) each, include a cord for connection to building power via standard 120V alternating current, 15 ampere (A) circuits with a 5-15P plug. The units must provide 120V alternating current to at least five (5) receptacles of the 5-15R type.
2. Quantity three (3) units that are 3U in height. These must have a power capacity of at least five (5 ) kW each, include a cord for connection to building power via standard 208V alternating current, 30A circuits with an L6-30P plug. The units must provide at least one (1) receptacle of the L6-30R type to output 208V alternating current.
ARL also requires three (3) stepdown transformers to convert the appropriate voltages. The transformers shall be no greater than 3U in height and have an L6-30P, 208V, 30A input, and output 120V alternating current to at least fifteen (15) 5-20R receptacles.
