About this file

This is a Salient Characteristics template document for a federal contract opportunity signed by Contracting Officer Alex Cheatham on 7/31/2026. The document certifies that all salient characteristics have been evaluated and are available in the commercial marketplace.

The requirement is for 500 modular, high-density ballistic rubber blocks designed for live-fire training environments. The blocks must measure exactly 6" x 12" x 12" (Cumberland Rubber Supply Model BB061212 or equivalent) and be constructed of high-density, vulcanized rubber (not cold-pressed). The blocks must maintain a manageable weight profile to enable manual movement, stacking, and replacement without causing injury or adverse health effects, and must be modular to allow easy stacking for constructing backstops, knee walls, or fitting into existing bullet trap systems. Performance requirements include the capability to encapsulate high-velocity rounds, prevent ricochets, and minimize airborne lead/splatter, with a capacity to sustain 5,000 to 10,000 rounds before failure. The rubber material must reliably defeat and contain high-velocity military caliber rounds, possess self-healing properties after impact, and expand significantly before tearing. Delivery must be FOB Destination to ARL Receiving Building 321, 6375 Johnson Road, Aberdeen Proving Ground, Maryland 21005, with the vendor responsible for all shipping and delivery costs.

Salient Characteristics

Commercial Availability Certification:

I have evaluated the commercial marketplace and determined that all of the salient characteristics documented below are available in products/services offered in the commercial marketplace.

Signature (typed name):

Technical Point of Contact (TPOC) or Contracting Officer’s Representative (COR)

The vendor must provide a quantity (qty.) of 500 each (ea.) modular, high-density ballistic rubber blocks designed to encapsulate rounds, prevent ricochets, and provide a safe live-fire training environment. The system must meet the following minimum characteristics:

1. General System Characteristics:

• Material: Must be constructed of high-density, vulcanized rubber (not cold-pressed).

• Standard Size & Form Factor: Blocks must measure exactly 6” x 12” x 12” (Cumberland Rubber Supply Model BB061212 or equivalent).

• Ergonomics & Occupational Safety: The blocks must be of a size and high-density composition that maintains a manageable weight profile, allowing them to be manually moved, stacked, and replaced by personnel without causing strenuous exertion, lifting injuries, or other adverse health effects.

• Modularity & Installation: Blocks must be modular, allowing for easy stacking to construct backstops, knee walls, or to be fitted into existing bullet trap systems.

2. Performance and Durability:

• Ballistic Containment: Must encapsulate high-velocity rounds, prevent ricochets, and minimize airborne lead/splatter.

• Capacity: Must be capable of sustaining 5,000 to 10,000 rounds before failure.

• Caliber Rating: Must reliably defeat/slow down and contain high-velocity military calibers.

• Self-Healing: The rubber material must self-heal after impact and be able to expand significantly before tearing.

3. Shipping and Delivery:

Vendor must include shipping and delivery costs. Delivery must be addressed to ARL Receiving Bldg. 321, 6375 Johnson Road, Aberdeen Proving Ground, MD 21005, FOB Destination.
