Description of the Requirement:
The Army Research Laboratory (ARL) requires 20 Army Research Laboratory Reusable, Temperature-Insensitive Clay (ARTIC) surrogate test blocks with the following specifications:
• Test blocks shall be composed of plywood and metal, with an outer dimension of 24 inches by 24 inches by 5.5 inches (24”x24”x5.5”).
o These test blocks are one-side open boxes where four (4) sizes are made of steel and one (1) side is made of wood.
o Test blocks shall have an open face of 24 inches by 24 inches (24”x24”) in dimension.
o The short (5.5”) side walls of the box should be made out of steel with handles to support carrying the blocks.
o The plywood aspect of the box represents the opposite surface that is open to the air – which is a 24”x24” in dimension and is the largest side of the block.
• Each surrogate box shall weigh nominally 65 kilograms (kg).
• The interior volume of the box shall consist of ARTIC developed following ARL’s processing instructions and guidelines.
o ARTIC is composed of 4 basic components: a base polymer, thickener, detackifier and a colorant. The material needs to be batch mixed using commercial stand mixers to grossly mix the components and then passed through an extruder to refine mixing.
• Each box should have their internal volume packed uniformly with the same quantity of ARTIC and the open size should be flush with ARTIC to the edge of the box.
o Box-to-box variability should be measured to verify differences are not greater than 0.10 kg.
o The box should be filled with ARTIC consistent with the American Society for Testing and Materials (ASTM) E3004 – 15e1 Standard Specification for Preparation and Verification of Clay Blocks Used in Ballistic-Resistance Testing of Torso Body Armour.
• Delivery shall be made 13 weeks after Contract award to:
United States Army Research Laboratory Logistics Warehouse, Building 321 6375 Johnson Road Aberdeen Proving Ground, MD 21005
