About this file
This is a Salient Characteristics Commercial Availability Certification document supporting a brand name sole source solicitation (W911QX26QA166) issued by the Department of the Army Materiel Command, Army Contracting Command Aberdeen Proving Ground. The U.S. Army Combat Capabilities Development Command (DEVCOM) Army Research Laboratory (ARL), specifically the Power and Energy Sciences Division, requires one benchtop environmental battery test chamber for battery and cell testing purposes. The certifying official, Marshall A. Schroeder, Ph.D., has confirmed that all specified characteristics are commercially available.
The required system must include integrated cell test fixtures capable of simultaneously testing a minimum of 48 cells, comprising 12 holders for 18650 cells, 12 holders for 21700 cells, and 24 holders for pouch cells. The chamber must provide temperature control from -70°C to 180°C with external programmability compatible with a MACCOR Battery cycler. Additional technical requirements include safety features meeting European Council for Automotive R&D (EUCAR) Hazard Level 7 for cell failure scenarios, thermocouple feedthroughs, wiring capacity for 25 amperes or greater per channel across a minimum of 48 test channels, braided-pair wiring for interface with a Novonix Ultra-High Precision Coulometer for low-noise measurements, and internal chamber dimensions of at least 24 inches width by 24 inches depth by 24 inches height.
