About this file
This is a Statement of Objectives (SOO) for the procurement of a medical trainer to support Tactical Combat Casualty Care (TCCC) instruction for the 52d Explosive Ordnance Flight at Spangdahlem Air Base, Germany, dated 23 September 2026. The requirement is for an anatomically accurate full-body mannequin weighing approximately 160+ pounds to simulate realistic casualty handling and enable hands-on practice of life-saving interventions under field conditions.
The medical trainer must support specific trauma intervention training capabilities including tourniquet application on at least two limbs, hemostatic and junctional dressing application, nasopharyngeal airway insertion, surgical cricothyroidotomy, sucking chest wound treatment, needle thoracostomy, pelvic compression device application, IV saline lock initiation, penetrating eye trauma treatment, vital signs assessment, and splint application. The mannequin must feature chest landmarks for needle decompression training with at least one thoracic injury site and at least one IV or IO simulation site. The trainer must be portable by one or two personnel without requiring proprietary tools for setup or operation, compatible with standard TCCC medical training supplies (tourniquets, gauze, nasopharyngeal airways, chest seals, and training needles), and constructed from non-toxic materials safe for repeated student use. Additionally, the system must include tactile and visual realism for wounds and bleeding, feedback mechanisms to confirm correct technique, pre-built scenarios for real-world trauma responses, and tablet-based remote controls for scenario administrators. A minimum one-year manufacturer warranty and commercially available replacement parts are required.

SPANGDAHLEM AIR BASE, GERMANY
23 September 2026
Purpose: Procurement of a medical trainer for TCCC for the 52d Explosive Ordnance Flight
Description of Requirement: Medial Trainer must support Tactical Combat Casualty Care (TCCC) instruction, enabling hands‑on practice of life‑saving interventions under realistic field conditions.
Must have properties:
Physical Characteristics– Anatomically accurate full‑body mannequin suitable for trauma intervention training with landmarks for accurate placement of the following medical treatments:
Tourniquet Application Hemostatic Dressing Application Junctional Tourniquet Application Nasopharyngeal Airway Surgical Cricothyroidotomy Treatment of Sucking Chest Wounds Needle Thoracostomy Pelvic Compression Device Application Initiation of IV Saline Lock Treatment of Penetrating Eye Trauma Assessment of Vital Signs (Pulse/Respirations) Splint Application
Trainer construction must be capable of repeated field use, indoor/outdoor. Weight range:
approx. 160+ lbs (to simulate realistic casualty handling)
Required Medical Training Capabilities-
Hemorrhage control capability: Tourniquet application points on at least two limbs, wound sites, (including junctional wounds) capable of packing, pressure bandage application and bleeding simulation.
Airway management capability: Head/neck structure enabling airway positioning and Ability to insert nasopharyngeal airway (NPA) and Surgical Cricothyroidotomy.
Respiratory interventions: Chest landmarks for needle decompression training, at least one thoracic injury site
Circulation / IV access: At least one site for IV or IO simulation (mechanical or simulated)
Head Injuries: Ability to assess and treat eye trauma and one facial wound.
Realism & Training Feedback Tactile realism for skin, tissue, and wound response Visual realism for wounds, bleeding, and trauma presentation Feedback mechanism (visual, tactile, electronic or instructor-observed) to confirm correct technique Pre-built scenarios which force the first responders to react to real-world trauma characteristics Tablet-based controls which will allow a scenario administrator to remotely initiate a scenario, and/or alter the circumstances/reactions of the "patient" during TCCC (medical care)
Portability & Setup: Mannequin must be portable by one or two personnel. No proprietary tools required for setup or operation.
Compatibility Compatible with standard TCCC medical training supplies: Tourniquets, Gauze, NPAs, Chest seals, Needles for decompression (training versions)
Safety & Compliance: Non-toxic materials, Safe for repeated student use, Complies with DoD medical training standards (e.g., TCCC curriculum)
Warranty / Support:
Minimum 1-year manufacturer warrant, Replacement parts or consumables available commercially
