This document is a Salient Characteristics specification for a federal procurement by the 773d Force Support Squadron (FSS) at Joint Base Elmendorf-Richardson (JBER), Alaska. The requirement calls for the procurement and delivery of three (3) brand-new, current model year 14-passenger commercial buses designed for safe youth transportation in sub-arctic climates. The vehicles must accommodate a minimum of 14 ambulatory passengers plus one driver (15 total seats) and be configured to ensure the driver does not require a Commercial Driver's License (CDL). Specified dimensions include a wheelbase of approximately 158 inches, maximum exterior height of 113 inches, and maximum exterior width of 96 inches, with a minimum interior headroom of 76 inches.

The technical specifications emphasize cold-weather capability and durability. Each bus must feature a heavy-duty 7.3L gasoline V8 engine (Ford Premium or equivalent), Torqshift 6-speed automatic transmission, and Ford E450 Shuttle Bus Package or equivalent with a 14,500-pound GVWR. Critical cold-weather provisions include a minimum 42,000 BTU auxiliary rear cabin heater with under-body shut-off valve, factory-installed engine block heater, extra heavy-duty 210-Amp alternator, dual 78-Amp 750-CCA batteries, and dual air conditioning systems (combined 82,000 BTU minimum). The buses must have galvanized steel structures with R6-value insulation, side impact barriers, premium undercoating for corrosion prevention, electronic stability control, 4-wheel ABS brakes, back-up camera, and comprehensive emergency exits. Seating consists of seven Freedman 35-inch high-back double seats in Level 4 Repel cloth with retractable 3-point seat belts and armrests. Delivery is FOB Destination to JBER, Anchorage, AK 99501, with manufacturer warranty on chassis, body, and major auxiliary components, and a required positive pressure water infiltration test prior to delivery.
