About this file

The file is a Salient Characteristics document detailing technical specifications for a specialized ocean monitoring sensor system for the U.S. Geological Survey's Oklahoma Texas Water Science Center. The sensor is required to measure pH, conductivity, temperature, and dissolved oxygen (CTD) for coastal water quality research, specifically targeting a new Ocean and Coastal Acidification (OCA) monitoring station in Galveston Bay. The sensor must have precise measurement capabilities, including a pH range of 6.5-9 with 0.05 accuracy, temperature resolution of 0.0001°C, conductivity measurement from 0-70 mS/cm, and dissolved oxygen accuracy of 0.1 mg/L.

The related federal contract opportunity is a Sources Sought Notice seeking potential vendors for a SeapHOx Ocean CT sensor with specific technical requirements. The solicitation is open to small businesses, including Section 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Businesses. The NAICS code is 334519 with a size standard of 600, and the Sources Sought response deadline is August 20, 2025, at 10:00 AM Mountain Time. The procurement is being conducted by the Department of the Interior's U.S. Geological Survey Office of Acquisitions and Grants, with the primary contact being Mindie Dixon at mdixon@usgs.gov.

SALIENT CHARACTERISTICS

The Oklahoma Texas Water Science Center (Gulf Coast Branch) requires the purchase of a sensor to measure pH, conductivity, temperature, and dissolved oxygen (CTD) for research on water quality in coastal environments, specifically for a new Ocean and Coastal Acidification (OCA) monitoring station in Galveston Bay. This station aims to establish baseline conditions for carbonate system stressors and to develop a framework for understanding current and future coastal acidification that integrates monitoring data from the multiple monitoring efforts across the Gulf of America. Ocean acidification, caused by local and regional effects from eutrophication, upwelling, and freshwater flow into coastal systems, decreases pH and increases pCO2 in seawater and carbonate-ion concentration. This process has a significant impact on calcifying organisms such as shellfish, oysters, and other organisms with calcium carbonate structures, which are critical for local economies dependent on fisheries. pH and CTD are key parameters for assessing changes in ocean and coastal systems, and the sensor used must have sufficient precision to accurately capture long- and short- term changes. The ability to accurately collect high resolution, long-term ocean acidification data on coastal water quality system parameters, is essential to effectively achieve project objectives, thus a sensor capable of integrating to existing systems is needed.
