Generator Procurement and Installation for the U.S. Bureau of Reclamation U.S. Bureau of Reclamation – Bay-Delta Office Salient Characteristics
1. Title of Acquisition:
Emergency Generator replacement FCCL
2. Description of Supply:
The U.S. Bureau of Reclamation (USBR) is procuring three new emergency backup generators for use at the UC Davis Fish Conservation and Culture Laboratory (FCCL) in Byron, California, to support Delta Smelt refuge and supplementation activities funded by Reclamation. The existing generators housed at FCCL are outdated and undersized for current facility needs. This contract will provide for the purchase, delivery, and turnkey installation of two LP-fueled generators rated at a minimum of 100 kW each, and one diesel-fueled generator rated at a minimum of 155 kW that complies with Tier 4 Final emission standards. All generators will be housed in weatherproof, sound-attenuated enclosures, with the diesel unit featuring an integrated subbase fuel tank capable of providing a minimum of 24 hours of continuous runtime at full load. The contractor will be responsible for delivery, offloading, and secure placement of the generators, as well as all necessary electrical and fuel system connections and the removal of the existing generators. Startup services will include functional load testing, and basic operational training will be provided to FCCL staff at the time of commissioning to ensure reliable backup power in support of federally-funded operations.
3. Purpose of Acquisition:
The purpose of this acquisition is to replace three aging and undersized emergency generators currently in use at the UC Davis Fish Conservation and Culture Laboratory (FCCL). Installed in or before 2005, the existing generators have experienced significant wear and no longer meet the facility’s expanded electrical demands. Reliable emergency power is critical for maintaining live Delta Smelt in refuge and ensuring continuity of Reclamation-funded supplementation efforts. The contractor shall furnish and install three new emergency generators, including two units rated at a minimum of 100 kW (LP-fueled) and a third unit rated at a minimum of 155 kW that shall be diesel-fueled and comply with Tier 4 Final emission standards. Work will encompass delivery, offloading, anchoring, and placement of the generators, as well as disconnection and removal of the existing units and necessary electrical and fuel line connections for operability. The contractor is responsible for coordinating existing system connections, reusing automatic transfer switches where applicable, and making minor site modifications as needed, while also providing basic operational training to FCCL staff during commissioning. This project requires a turnkey approach, necessitating a site visit to verify installation conditions and ensure compliance with specifications and operational needs of the facility.

5. Delivery Requirements:
The vendor must deliver all three Generators within 18 months ARO (after receipt of order).
A. Delivery Time:
Delivery and installation of all generators shall occur between 6:00 AM and 2:00 PM, Monday through Friday, excluding federal holidays. Contractor shall coordinate delivery and installation schedule with FCCL site staff at least two weeks in advance.

All transportation, unloading, staging, and disposal of packaging materials are the responsibility of the contractor.

6. Acceptance Criteria:
· Successful Delivery and Installation: Generator must be delivered and installed in accordance with Section 5 Delivery Requirements and the project Scope of Work.
· Functional Testing and Startup Verification: Contractor shall perform startup testing to verify correct installation and operation. Testing must include load simulation, voltage regulation, and safety shutdown checks.
· Inspection by FCCL Personnel: FCCL staff shall inspect each installed unit for compliance with specifications and functionality.
· Completion of Basic Training: Contractor shall provide basic operational training to FCCL staff prior to final acceptance.
· Submission of Documentation: Contractor shall provide all required manuals, warranty documentation, and startup test results.
Final acceptance will occur once all criteria above have been met to the satisfaction of FCCL.

8. Permits and Compliance The contractor shall be responsible for obtaining and coordinating all construction-related permits, including but not limited to the Air Quality Management District (AQMD) Authority to Construct. FCCL will be responsible for securing the final Permit to Operate and covering any associated fees. The contractor shall comply with all applicable federal, state, and local codes and regulations, including those governing safety, emissions, fuel storage, and electrical work, as well as any UC Davis and USBR site access policies.
9. Government-Furnished Property No government-furnished materials, equipment, or drawings will be provided. FCCL staff will coordinate access to the facility and provide site escort during scheduled work hours.
10. Site Coordination and Constraints All work must be coordinated in advance with the Contracting Officer’s Representative (COR) to avoid disruptions to FCCL operations. Work must occur during standard business hours unless otherwise approved. The contractor shall comply with all facility security and access protocols.
