About this file
This document is a Requirement Description with Salient Characteristics for the 06L Localizer Antenna Replacement procurement at Andersen Air Force Base.
The requirement involves Instrument Landing System (ILS) cable assemblies, installation kits, antenna arrays, and equipment cabinets necessary to support continued operations of Andersen Air Force Base's two runways. The equipment enables Instrument Flight Rules arrivals and departures in inclement weather conditions. All localizer sites must maintain adjustable output levels compatible with existing Air Traffic Control equipment. The software for adjusting and configuring localizer output levels is proprietary to Indra and integrated with four existing ILS systems currently operational at the base. Introducing components from alternative manufacturers would require developing entirely new software interfaces and protocols to interact with the existing Indra-based systems, making such alternatives impractical.
The required specifications include: frequency range of 328 MHz to 336 MHz UHF with tolerance of ±0.002%; horizontally polarized, amplitude-modulated radiation with a front-to-back ratio of 16dB; and horizontal and vertical coverage as defined in Figures 5-21 and 5-22 of specification 31R4-2GRN31-2. The Regional Maintenance Center and local RAWS work centers routinely maintain a standard set of ILS localizer parts procured on an as-needed basis from non-DOD contractors due to their commercial applications and insufficient Air Force supply system inventory for complete system rebuilds.

equipment cabinets are critical items necessary for Andersen Air Force Base's continued operation of its two runways. This equipment will allow continued operations in inclement weather, providing Instrument Flight Rules arrivals and departures. All localizer sites must have maintainer adjustable output levels to interface with existing ATC (Air Traic Control) equipment. The software utilized to adjust and configure the localizer output levels is proprietary to Indra. This software is already integrated with, and essential for the operation of, four existing ILS systems currently in use at Andersen Air Force Base.
Introducing components from another manufacturer would necessitate developing entirely new software interfaces and protocols to interact with the existing Indra-based systems.
Required Specs:
Frequency Range 328 MHz to 336 MHz UHF +/- 0.002%
Type of Radiation - Horizontally polarized, amplitude-modulated radiation front to back ratio of 16dB
Horizontal Coverage and Vertical Coverage covered in Figure 5-21 and Figure 5-22 of
31R4-2GRN31-2
The RMC (Regional Maintenance Center) and local RAWS work centers routinely maintain a standard set of ILS Localizers. These ILS Parts are ordered on a as-needed basis, from Non-DOD contractors due to their use for commercial applications, and lack of sufficient inventory in the Air Force supply system for complete rebuilds.
