About this file

This document is a Request for Information (RFI) issued by the Oregon Department of Transportation (ODOT) to solicit information from interested vendors for Safety Training Services. ODOT is researching solutions to provide training in the areas of competent person fall protection and fall rescue, confined space entry, rappelling and slope safety, and scaffold safety. ODOT prefers vendors to travel to various locations around the state of Oregon to deliver the training, but vendors may suggest alternative training delivery locations including their own facilities. The RFI may or may not result in a Request for Proposal (RFP), and responses will only be used for general information and will not be considered binding. The response due date is April 28, 2022 at 2:00 PM PST.

Respondents are required to provide information such as legal name, contact details, experience, and responses to specific questions regarding providing the requested trainings at ODOT facilities using ODOT or the vendor's equipment, or at the vendor's facilities using ODOT or the vendor's equipment. Respondents are also asked to provide cost estimates for the various alternatives. ODOT will use the responses to identify a solution or solutions and a budget for the Safety Training Services.

2. Purpose:

The Oregon Department of Transportation (ODOT or Agency) is issuing this Request for Information (RFI) to solicit information from interested vendors for Safety Training Services.

This RFI may or may not result in a Request for Proposal (RFP). Responses will only be used for general information and will not be considered binding on any party. Responses or the lack of a response, to the RFI will not have an impact on any later RFP selection process.

3. Background:

ODOT is researching solutions to provide Safety Training Services in the areas of competent person fall protection and fall rescue, confined space entry, rappelling and slope safety, and scaffold safety training. Responses to this RFI will be used to identify a solution or solutions, and a budget. Responses will be reviewed for technical, functional, and procedural innovations.

Respondents should review this request and identify all costs associated, including but not limited to supplies, implementation, training personnel, and travel.

ODOT prefers vendors travel to various locations around the state of Oregon, to deliver the training; however, vendors may suggest alternative training delivery locations including their own facilities.

Vendors are required to conduct training classes and deliver guidebooks designed to train Agency’s employees to comply with requirements from Oregon Occupational Safety and Health Administration (OSHA), Federal and State Laws.

Agency has an enclosed trailer that contains an engineered scaffold system used as a training tower for fall protection class activities. The trailer also contains other supplies and equipment used in the Safety Training classes. Agency will make this trailer available for the vendor to transport it to training locations throughout the State.

ODOT employees are the primary attendees for these trainings; however Agency may allow other State agency employees to attend.

CLASS 1: COMPETENT PERSON FALL PROTECTION AND FALL RESCUE CLASS

This course teaches attendees how to evaluate fall hazards, inspect fall protection personal protective equipment and systems, prevent falls while performing work from elevations or floor and wall openings through the use of effective protective measures including guardrails, safe use of ladders with the primary focus of the class on personal protective equipment. Upon completion of this class attendees shall meet the definition of a Competent Person. All attendees who work at a height greater than 6 feet (construction setting) or 4 feet (industrial setting), where the fall hazard cannot be eliminated should complete this course. High angle (vertical) and low angle (sloped) terrain techniques will be covered. The class covers personal protective equipment and elements of safe anchors. The intended audience is ODOT surveyors, inspectors, and bridge maintenance personnel. This class does not include industrial rope access.

This course is designed to train attendees who perform work on scaffold to recognize hazards associated with the type of scaffold being used. Required under OSHA 1926.450-454.

ODOT is interested in solutions for training attendees in various locations around the State of Oregon, including, but not limited to, Salem, Bend, La Grande, and 1 location in Clackamas County.
