About this file

This is a Statement of Objectives (SOO) for the EOIR Safety Station Program, outlining requirements for establishing and maintaining safety stations at Executive Office for Immigration Review locations. The contractor must provide services and equipment that the government intends to lease, in accordance with Department of Justice instructions and policy.

The SOO specifies four main elements: Equipment/Installation, Training, Maintenance/Resupply, and Reporting/Recording. Each safety station must include FDA-approved AED devices with accessories, intranasal opioid reversal agents, and hemorrhagic control kits. The contractor must provide training in CPR/AED use, opioid reversal agent administration, and hemorrhagic control techniques. Maintenance requirements include routine upkeep and restocking according to industry standards. The contractor must also establish comprehensive reporting systems, including quarterly inspection checklists, training databases, maintenance records, usage logs, and protocols for EMS notification. While the vendor determines physical parameters, the government will handle installation and provide facility floorplans upon contract award. All records remain government property.
