About this file

This is an Invitation to Negotiate document issued by the State of Michigan, Department of Transportation (MDOT), dated April 19, 2018. MDOT seeks to procure safety boots through a mobile shoe truck service to support its Youth Development and Mentoring Program, which serves 400–500 participants statewide in an 8–15 week program. The boots must meet ASTM F2413 or ANSI Z41 standards with six-inch or higher safety-toe footwear, with composite toe acceptable as a substitute for steel toe, and must bear I-75 marking. The procurement requires approximately 400–500 pairs distributed across seven regional areas: Saginaw (25 pairs), Grand Rapids/Muskegon/Cadillac (50 pairs), Detroit (160 pairs), Gaylord/Traverse City/Alpena (70 pairs), Kalamazoo (35 pairs), Escanaba/L'Anse/St. Ignace (30 pairs), and Lansing/Jackson/Adrian (110 pairs). Boots are needed between late April and early June 2018. This is a one-time purchase that will result in multiple purchase orders, at least one per MDOT region. Written questions must be submitted by April 24, 2018, and responses from potential bidders claiming equivalent products or services are due by April 27, 2018.

The maximum price per pair of boots is $80. The intended source is Michigan Industrial Shoe (SIGMA Vendor Number CV0025476), identified as the sole vendor capable of meeting MDOT's mobile truck distribution requirements after research confirmed that established state contract vendors Grainger and Cintas could not accommodate the service model. The procurement falls under commodity code 80008 and represents a single award purchase without renewal options.

State of Michigan Invitation to Negotiate

INVITATION TO NEGOTIATE

NOTICE OF INTENT TO NEGOTIATE AND CONTRACT WITH A SINGLE PROVIDER

Date: April 19, 2018

The State of Michigan intends to make a purchase for which it believes there is no viable alternative. The purpose of this notice is to attempt to identify possible alternatives.

Requestor: Laura Dotson, Michigan Department of Transportation (MDOT)

1. State Contact Information:

The sole point of contact concerning this Invitation to Negotiate is:

Laura Dotson Solicitation Manager Telephone number: (517) 373-2134 DotsonL2@michigan.gov

2. Description of Purchase:

MDOT’s Youth Development and Mentoring Program is a statewide program that brings on 400-500 participants throughout the State of Michigan for an 8-15 week mentoring and training program. YDMP participants are exposed to, participate in, and are responsible for various work activities. A mobile shoe truck as a resource is needed for procurement. This service will ensure participants are properly fitted with boots that are in alignment with MDOT’s department standards. A mobile service provides boots at the time of fitting vs. shipping the boots later and the potential of returning boots. We researched other known vendors in Michigan (including the state contract vendor, Grainger and a frequently used state vendor, Cintas) and the Michigan Industrial Shoe was the only vendor who could meet our distribution needs/mobile truck for this limited assignment.
