About this file
This is a Sole Source Public Notice issued by the City of Salem, Oregon for the procurement of Safe FME Data Integration Software from Safe Software, Inc., a company based in British Columbia, Canada. The City intends to purchase this software on a sole source basis under the City's adopted Public Contracting Rules, Section IV Alternative Source Selection Methods. The first date of public notice was October 22, 2024, with an anticipated award date of October 29, 2024. The procurement amount is $35,000. Affected persons may protest the sole source determination by submitting a written protest to the City Manager's office (555 Liberty St SE, Room 220, Salem, OR 97301) within seven days after the first date of public notice. A protest must be accompanied by a certified check or cashier's check in the amount of $500 to cover processing costs.
Protests must include a detailed statement of legal and factual grounds, supporting evidence or documentation, a description of resulting harm to the affected person, and the relief requested. Any protest submitted after the established timeline will be considered untimely and shall not be reviewed. The sole source determination indicates that Safe FME Data Integration Software is available from only one source, justifying the procurement method selected by the City rather than a competitive bidding process.
