Draft Performance Work Statement (PWS) for
SAF/SA Administration Support
FA7014-25-X-XXXX

SECTION I - REQUIREMENT
INTRODUCTION/BACKGROUND
The SAF/SA mission is to provide AF senior leadership with independent, objective, and relevant analytic insights and assessments to inform decisions on strategy, investment, and modernization, proposed programs or concepts, force structure, agile combat support, and operational effectiveness.
SAF/SA produces studies and analyses that inform strategic planning, modernization and recapitalization of systems and programs, operational requirements, and the Planning, Programming, Budgeting, and Execution (PPBE) process.
SAF/SA ensures quality studies, analyses and assessments processes across the analytic community while highlighting and protecting key senior Air Force leadership positions and decisions.
SCOPE
SAF/SA requires motivated subject matter experts (SMEs) to support the organization’s mission, vision, and associated goals and objectives by performing administrative functions. These Functions include, but are not limited to, providing focused, accurate, and timely correspondence, and support to the SecAF, USecAF, service chiefs and other top leadership within the Headquarters DAF staff including the Secretariat, Air Staff and Space Staff. The Government shall not exercise any supervision or control over the contract employees performing the services herein. Such contract employees shall be accountable solely to the Contractor who, in turn, is responsible to the Government. The Contractor shall provide the functional support required to fulfill this call order as described in the following tasks.
TASK REQUIREMENTS
The Contractor shall provide dedicated Senior Level Support to fulfill tasks listed in this PWS. Senior level is defined as minimum of 5 years of experience, basic knowledge of government protocols, profound and in-depth knowledge of work. A secret security clearance is required to perform these tasks. The Period of Performance and Place of Performance are outlined in Section 8.0 of this PWS.
DELIVERABLE: Monthly Status Report (MSR), Quality Control Plan, Problem Notification Reports, Meeting Summary Notes, Employee List, and Ad-Hoc Reports
Clerical Tasks Include: answering phones, filing, organizing, and sorting documents, and maintaining mail databases
Administrative Tasks Include: scheduling appointments, managing calendars (non-personal services), and performing basic bookkeeping
Secretarial Tasks Include: preparing documents, editing documents, and maintaining databases and filing systems
Task Management Tool (TMT) Efficiently and effectively manage the Task Management Tool (TMT) or latest version of Task Tool
Other Tasks Include: escorting, taking meeting minutes, performing inventory, and using office equipment.

KICK-OFF MEETINGS
The Contractor shall schedule and coordinate a collaborative Kick-off Meeting no later than (NLT) ten (10) calendar days after contract award at the location approved by the Government. The meeting will provide an introduction between the Contractor personnel and Government personnel who will be involved with the contract. The meeting will provide the opportunity to discuss technical, management, and logistic issues; travel authorization; communication process between Government and Contractor; and reporting procedures. At a minimum, the attendees shall include key Contractor personnel, SAF/SA key Government representatives, and the COR. Kickoff Meeting Agenda that will include, but not be limited to, the following:

The Kickoff Meeting location will be held at the Pentagon, or another designated location and the date and time will be mutually agreed upon by both parties.

TRANSITION OUT PLAN
The Contractor shall provide a Transition-Out Plan NLT than 90 calendar days after contract award and updated upon request. The plan shall facilitate the accomplishment of a seamless transition from the incumbent to and incoming Contractor (if applicable). In addition, the Contractor will continue to accomplish all tasks as outlined in the contract during this period. The Contractor shall identify how it will coordinate with the incoming Contractor and Government personnel to transfer knowledge regarding the following:
· Management processes
· Points of contact
· Location of technical and project management documentation
· Transition of key personnel
· Schedules and milestones
· Actions required of the Government
The Contractor shall also establish and maintain effective communication with the incoming Contractor and Government personnel for the period of the transition via weekly status meetings.
Current employees under this contract may be interviewed for possible employment by a succeeding Contractor; however, the Contractor will have the first right of refusal. The current Contractor will release any employee who chooses to be employed by a succeeding Contractor. The current Contract will assist by orienting assigned employees of the succeeding Contractor during the last 5 days of the period of this contract if applicable. The Government shall make available to such employees existing Government Furnished Property listed under Section V of this PWS. Items that are not accountable, such as desks, chairs, telephones, and other normal office equipment and office supplies during the orientation period, will only be transferred to the incoming Contractor if items were not solely purchased by the current Contractor’s company.

SECTION II – SECURITY
SECURITY REQUIREMENTS
Security requirements in the performance of this contract shall be maintained in accordance with (IAW) DFARS 252.204-7005 (Oral Attestation of Security Responsibilities), and FAR 52.204-2 (Security Requirements). This clause involves access to information classified “Confidential,” “Secret,” or “Top Secret” and requires contractors to comply with: (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M); (2) any revisions to DOD 5220.22-M, notice of which has been furnished to the Contractor. The contract document shall be unclassified. The Contractor shall meet the security requirements as provided in the DD254.
PHYSICAL SECURITY
The Contractor shall safeguard all Government property, documents and controlled forms provided for Contractor use and adhere to the Government property requirements contained in this contract. At the end of each workday, Government personnel shall secure all Government facilities, equipment, and materials. Contractor personnel may secure Government facilities only with prior approval of the COR.
CLEARANCE LEVEL
All contractor personnel performing work on this contract shall be US Citizens that possess a current Top Secret (TS) Clearance based on a Single Scope Background Investigation (SSBI) completed within the last 5 years with Sensitive Compartmented Information (SCI) eligibility. The Government routinely conducts analyses at levels up to the Top Secret level for joint and coalition forces (including NATO); therefore, the Contractor shall be prepared to support these efforts. The Contractor shall be responsible for obtaining all necessary security clearances in accordance with DoD Manual 5220.22M, “National Industrial Security Program Manual” (NISPOM) (Note: The NISPOM may be downloaded from the Defense Security Service Website at www.dss.mil/isec/nispom). Specific security details for off-site personnel associated with this task order will be provided in each individual task.
The Contractor shall provide personnel with a final and active (in-scope) TOP SECRET (TS) clearance based on a Single Scope Background Investigation (SSBI), Single Scope Background Periodic Reinvestigation (SBPR), or Phased Periodic Reinvestigation (PPR). Personnel must possess a TS clearance with Sensitive Compartmented Information (SCI) Director of Central Intelligence Directives (DCID) 6/4 eligibility.
Foreign Nationals are prohibited from working on classified and unclassified portions of this contract.
During the performance of this contract, the Contractor may encounter information that is sensitive in nature. Therefore, contractor employees associated with this contract shall sign the appropriate Government non-disclosure statement prior to beginning work.
LOCK COMBINATIONS
The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons.
CYBERSECURITY/INFORMATION TECHNOLOGY (IT) TRAINING
All contractor employees and associated sub-contractor employees must complete the DoD Cybersecurity awareness training before issuance of network access and annually thereafter.
ACCESS TO GOVERNMENT SYSTEMS
In accordance with DoD Directive Number 8500.01E, dated 24 October 2002, access to all DoD information systems shall be based on a demonstrated need to know, and granted in accordance with applicable laws and DoD 5200.2-R (reference) for background investigations, special access and IT position designations and requirements.
Contractors are not allowed access to any DoD system without explicit authorization of a relevant Government official. Individuals shall have the appropriate clearance for access to a particular system.
SECTION III – SERVICE SUMMARY
The Contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes performance criteria levels of service that will be assessed. These thresholds are critical to mission success.
3.1 Purpose. The Services Summary (SS), Table 1 Services Summary Table, lists performance objectives for the required services the Government will surveil. The absence of any contract requirement from the SS shall not detract from its enforceability nor limit the rights or remedies of the Government under any other provision of the contract including the clauses entitled “Inspection of Services” or “Inspection” or “Default” in Section E and Section I of the contract.
3.2 Components. The SS states the performance objective (required service), and threshold (performance standard, accept and reject points (if applicable)) in either a qualitative or quantitative fashion for each critical success factor.
3.3 Right to Surveil. The Government reserves the right to surveil all services and requirements called for in this PWS IAW FAR Part 52.246-4 to determine whether the Contractor is meeting performance objectives and goals. The SS reflects the objectives and thresholds used to track Contractor performance for the contract.

SECTION IV – DELIVERABLES
The Contractor shall provide deliverable(s) in a format mutually agreed upon by the Government and the Contractor.
The following enumerated deliverables are not expected to change. Due Date intervals are not expected to change but actual dates may need to be revised depending on actual contract start date.
All deliverables become the property of the United States Government. Unless otherwise stated, all deliverables shall be submitted in electronic media in Microsoft Word/PowerPoint/Excel/Access/Visio format and hardcopy format upon request. Deliverables shall be sent to the COR, TPOC, and PCO.

GOVERNMENT FURNISHED PROPERTY

Contractor personnel shall receive office space (cubicle) and a Government-issued laptop to perform primary duties.

The Government has Government Purpose rights to all deliverables of this task order to include intellectual property rights.
OTHER DIRECT COSTS (ODC)
TRAVEL: N/A
Note: Local travel to attend meetings within the local city or base of assignment commuting vicinity shall be considered a cost of doing business and shall not be separately reimbursed.
ADMINISTRATION CONSIDERATIONS
PERFORMANCE SCHEDULE
The Contractor shall perform this task from 12 months from award, with four (4) option periods.
PLACE OF PERFORMANCE
The Contractor shall be in the SAF/SA office space- Suite 4D253 located at the Pentagon, Washington DC to perform and accomplish tasks identified in this task order. The COR and Contractor may establish teleworking procedures for periods when Government facilities are not available. Telework is allowed only with prior approval by the Government.
