Proposers must meet minimum qualifications including a minimum of five years of experience in rodent management services using CMGS or PERC equipment, prior experience with similar projects, California Department of Pesticide Regulation approval, and registration with the California Secretary of State. The RFP requires submission of hourly rates with detailed cost breakdowns, anticipated hours for all employees, and fee schedules for the initial three-year term and two one-year extensions. Proposals will be evaluated on a 100-point scale based on experience and qualifications (30 points), approach to rodent management (30 points), proposed staffing plan (20 points), and cost proposal (20 points), with pass/fail criteria for attendance at the mandatory conference, completeness of response, minimum qualifications, and references. Proposers must provide at least five current client references with direct experience within the last five years and demonstrate California Department of Pesticide Regulation approval. The County encourages Disadvantaged Business Enterprise (DBE) participation and will consider DBE certification for utilization tracking purposes only. Background checks and airport access badges are required for all contractor staff working on-site, and the final agreement will be subject to FAA General Contract Provisions and County Counsel review.
