RFI Summary: DOJ SaaS Log Management/SIEM Solution
This Request for Information (RFI) from the U.S. Department of Justice's Office of Acquisition Management seeks market intelligence on viable sources and commercial solutions for a FedRAMP Moderate, High-Ready, and/or High-authorized cloud-based Software as a Service (SaaS) log management and Security Information and Event Management (SIEM) solution. The solution must replace DOJ's current on-premises SIEM system and support compliance with OMB Memorandum M-26-14 regarding federal logging and network visibility requirements while maintaining all existing log aggregation capabilities. The vendor must provide a complete, single-vendor solution without third-party dependencies, including professional services for migration from the current system, user training, and comprehensive technical documentation. DOJ estimates a 90-day assessment/ATT/ATO period and 180-day minimum migration and training timeline post-award.
The required solution must support ingestion of up to 60TB+ of data daily from diverse sources including Windows, Linux, network devices, endpoints, cloud services (AWS, Azure, O365 GCC High), and operational technology; provide multiple search capabilities (natural language, SQL, entity-centric, AI-augmented); deliver scalable performance with ability to execute 120,000 scheduled searches in five-minute intervals and 2,000 concurrent searches without performance degradation; include encryption of data at rest and in transit; support role-based access controls, SAML authentication via Okta, and comprehensive audit logging; and offer workflow automation, incident management, user behavior analytics with AI/ML capabilities, and data retention of minimum six months searchable plus six months cold storage. Responses are due by August 28, 2026, at 11:59 PM ET to Contracting Officer Raven Childs at raven.r.childs@usdoj.gov, limited to 15 pages including a two-page capability statement with SLA tables and government references demonstrating current successful deployments. This RFI is for market research only and does not constitute a commitment to procure; all response costs are vendor-borne.

Purpose:
The Department of Justice’s (DOJ) Justice Management Division (JMD) is seeking a Federal Risk and Authorization Management Program (FedRAMP) Moderate, High-Ready and/or High Software as a Service (SaaS) log management / Security Information and Event Management (SIEM) solution to bridge the gap between the Department’s current log ingestion/retention competency and Office of Management and Budget (OMB) Memorandum M-26-14, Ensuring Effective and Efficient Agency Logging and Network Visibility to Defend Against Evolving Cyber Threats, mandated capabilities while retaining all of the DOJ’s log aggregation requirements.
This solution will replace the DOJ’s current, on-premises log management / SIEM solution which is not best suited to meet the requirements of Office of Management and Budget (OMB) Memorandum (M) (M-26-14). Market research has identified that commercial solutions are available to meet the government’s need for an information technology (IT) solution that is compatible with its current network and other existing Department systems (e.g., Windows, Linux, network devices, endpoint detection and response tools, application logs, operational technology, etc.) as well as M-26-14 mandated requirements. The SIEM must assist with response actions to mitigate issues that:
• Cause harm to the organization Information Technology (IT), network enclave, system platforms, application use, and endpoints
July 2026 For Official Use Only | Procurement Sensitive 2
• Satisfy compliance by National Institute of Standards and Technology (NIST), U.S.
