Questions & Responses for DLA-Document Services RFP SA4705-11-R-0080
SOW 3.6 “Contractor is responsible for obtaining and renewing a 1 year installation access.” Is this a DAPS issued/sponsored installation pass or an installation pass obtained from an outside source.
OPS: DLA will assist as required. (It’s an outside source to DLA-Doc Svcs, assist vendor in obtaining base clearance in accordance with base guidelines/thresholds)
Current installed list of equipment includes units with speeds rated lower than the speed range of this solicitation. Will these units be upgraded to faster equipment contained in this RFP?
OPS: No. Equipment will be ordered to match workload requirements.
Current installed equipment list includes some color engines, are they included in the machine count for this RFP?
OPS: No. At times DLA may elect to convert from a color device to B&W due to workload but would be rare.
Will engine usage reports be required?
OPS: Yes. (see SOW 8.2 of attachment 1)
Can you identify by location which band of equipment will be placed?
OPS: No. The intention of the contract is to refresh all equipment over the next 5 years, with approximately 172 devices being replaced in the first year. The nature of the I.D.I.Q. is that the requirement of when and how many is not definite.
Does the specification allow for multiple separate devices clustered together? This, for example, would allow a company to provide 3 separate 95 page per minute devices to meet the specification.
If yes, is there a maximum square footage expectation? If no, this should state "tandem engines in a single footprint" required for band 13.
OPS: UB 13 particular specification in questions was changed to be consistent with UB 8-12.
1.1 DLA Document Services requires the equipment and associated ongoing services at approximately 161 locations throughout the Contiguous United States, Alaska, Hawaii, District of Columbia, Guam and Puerto Rico. DLA Document Services locations are contained in Attachment 2- Facility Locations. It is estimated, but not guaranteed, that DLA Document Services will order approximately 337 devices over a five (5) year timeframe and that approximately 30% of the devices will be ordered from date of award through the initial three (3) months.
-Please confirm this RFQ is for purchase only requirement.
OPS: Clarification sought. YES, if asking Purchase vs. Lease of equip. No if asking purchase only and nothing else, since there is associated maintenance for equip.
Questions regarding LCDS (SOW 1.3):
1.3 DLA Document Services likewise requires offerors to propose equipment for the following additional requirements: Document Scanner, PC/Workstation, Document Software, Controller/Print Engine and LCDS/SYSOUT solution. On attachment 1a- Equipment Specification Requirements, offerors will propose their additional item equipment/software on their respective tab, and answer as to the proposed item’s capability to meet minimum specifications. No pricing will be included on attachment 1a. (See instructions tab) Pricing will be proposed separately in Section B of the Solicitation. DLA Document Services may, at our option, use Government provided scanners, workstations and/or software
1. Approximately what percentage of the total print volume is LCDS data?
OPS: 1% for LCDS/SYSOUT
2. How many locations will be required to produce LCDS documents?
OPS: Appox 20 Note : LES will stop 30 September 2011, then approx 6 or 7 after that.
3. Are there any additional proprietary data stream requirements, such as VIPP or RDO?
OPS: No.
2.1 Within five (5) calendar days after issuance of a delivery order, the contractor shall conduct site surveys at each delivery location specified by the delivery order. The contractor shall provide a written analysis of the site survey which must include all of the following; space limitations of the location, electrical requirements to include exact specifications of power requirements and limitations, specification and placement of electric outlets and network connections. The survey shall also include environmental requirements (e.g. space, power) for either a government provided PC/workstation and scanner or a purchased PC/Workstation and scanner, which will be utilized with other vendor provided equipment. The written survey shall be provided to the point of contact on each delivery order within three (3) calendar days after survey is completed.
-Please confirm what is the expected delivery time after receipt of delivery order?
OPS: The Contractor shall install all equipment at the site specified within the time frames specified in each order from DLA Document Services. Delivery times will vary depending on the number of devices placed within each delivery order. As a general framework, delivery orders up to 20 devices may require complete installation within 30-40 calendar days from placement of the order. Delivery orders of 21 up to 40 devices may require installation within 60-75 calendar days from placement of the order. Delivery orders in excess of 40 devices may require installation within 90-120 calendar days from placement of the order. It is expected that device installation will begin almost immediately after placement of the delivery order, and occur in a staggered process that is completed by the time constraints listed above. (Note: The first delivery order will be an exception to this general rule; the time frames will apply from the contractor’s notice to proceed, after successful completion of testing in SOW 5.1.)
3.4 The Contractor shall provide, when included on a task order, additional coverage under extended maintenance service hours to include 5:00 pm to 12:00 am (midnight) and/or 12:00 am (midnight) to 8:00 am, Monday through Friday; along with a 48 hour weekend service repair coverage on an ‘as needed’ basis, to cover all of Saturday and Sunday. Service will include four-hour service response for maintenance services including travel, parts, labor, software version upgrades (up to the hardware capability) and retrofits for all equipment including all components. A telephone call shall not be deemed as an acceptable service response. The service technician must call the primary operator within 90 minutes to discuss the service problem and time of arrival. The technician must be able to perform all aspects of maintenance. All requests for extended maintenance and repair coverage after normal business hours will be indicated on each order as needed.
- Are there specific locations/sites where this service will be required? If so, please provide the list of locations.
OPS: A listing will be provided with each task order. Approximately 60 of the 337 devices spread throughout the entire enterprise geographic will require such extended hours maintenance. Note that the maintenance, itself, will be categorized by Usage Band (UB) and ordered/priced on a weekly basis.
(Draft) Attachment 1a – Equipment Specification Requirments.xlsx document lists for Usage Band 8, the requirement for an online booklet maker with face trim configuration available. Can the face trim requirement be removed for Usage Band 8?
OPS: The booklet maker/face trim binding option will not be removed. The Ops department has confirmed that this configuration is currently in use and is consistently needed in the production facilities.
(Draft) Attachment 1a – Equipment Specification Requirments.xlsx document lists for Usage Band 8- 10, the requirement for Online Prefect Bind configuration available. Can the Prefect Bind requirement be removed, as this is more suited to high-end cut sheet systems suitable in Usage Bands 11-13?
OPS: Partially. The perfect bind option configuration will be removed from UB 8, but will remain for UB’s 9-13. The Ops department has confirmed that this configuration is currently in use and is consistently needed in the production facilities.
(Draft) Attachment 1a– Equipment Specification Requirments.xlsx document lists for Usage Band 12, 150-180 (PPM/IPM) and the device is of a single engine single footprint design. Can this requirement be expanded to include a device of a single or dual engine in a single footprint design?
OPS: Yes. The “single engine” term has been removed from UB’s, “single footprint” remains.
Is DOD Badge clearance required for analysts/trainers?
OPS: Yes. A base pass is one issued. It will have to be obtained for each visit. DLA will provide assistance when required. SOW Par 3.5 and 3.6 address the issues. SOW paragraph 3.7 was since established to address security clearance requirements for access to classified spaces/machines.
That section is added here:
3.7 The Contractor will be responsible for obtaining security clearances for the technicians who will be deployed to the locations that may operate in environments ranging from secure to secret.
DLA-Document Services will assist vendor with this task. DLA-Document Services estimates that this requirement will apply to no more than 35 of the 147 locations. The process to obtain a clearance will include filing a DLA form 1728, to be submitted to DLA HQ, for each contractor technician, in order to perform background verifications
How many new hires over the 5-year period does DLA Document Services intend to hire?
OPS: That figure is unknown – However, approx 75 personnel retire on average each year. Not all will be backfilled. This question has been remedied by the addition of a separate CLIN for additional training that will be priced by vendors. It is explained below in the answer to another question.
How many operators are required to be trained over a two day 8 hour training session for install orders?
OPS: 2-10 operators (per machine).
The training requirement for four additional training sessions during a twelve-month period for each device seems excessive and will burden offers with this requirement priced in. Can you add a line item to the Section B - Schedule Supplies-Services.xls document for inclusion of training costs on a per training event basis?
OPS: DLA Document Services has added par 7.3 to the SOW covering additional training events.
Contractors will not be responsible for additional training at their costs. See following paragraph:
The contractor shall provide, under a separately priced CLIN, additional training sessions, as needed by the Government. Each training session will be comprised of two consecutive, 8-hour days sessions, teaching from approximately 2, up to 10 attendees. Situations where additional training may be ordered are if employees who have completed the minimum training required are not proficient in the operation of the devices, peripherals and software required to effectively operate the equipment, or where DLA Document Services has new hires requiring such training. Sessions will be scheduled at the COR’s request through a task order. The Contractor shall provide the training within five (5) business days of the date of the signed task order.
Please clarify retrains for those who "are not proficient in the operation…" - as decided by whom and how? Will the vendor be expected to test the operator proficiency after training?
OPS: This will no longer be a part of the SOW. This question is answered in the response to the previous question immediately above regarding how any retraining will occur.
SOW 6.8 “All Contractor-provided software must remain supportable by the contractor and the original manufacturer through the life of the contract.” We read this as a ten year commitment. Are we correct?
I.T.: This is a five year commitment, with an option period of 5 additional years, if exercised.
SOW 6.3.1 What are the specs for removable HDD? Do they differ from band to band?
I.T.: Document Services requires RHDs to protect classified information by storing drives in a vault when not in use. Doc Svc s is not specifying the design of each solution, only the requirement that drives be removable for compliance and ease of operation and storage. This is a requirement of all bands when processing classified information and vendor solutions may vary.
Will the awarded vendor be providing and supporting the MIS system?
I.T.: Yes. The awarded vendor must propose and, if the government then chooses to purchase, must provide the MIS software and license, that meets the requirement specified in Attachment 1, Section
1.8 under General Information of the draft solicitation and attachment 1A (PRINTMIS tab).
Maintenance is also required as specified in Section B for Print MIS to cover months 13 – 60 ( line item 10 of the section B contract total tab spreadsheet) and months 61 – 120 (line item 1010 of the section B contract total tab spreadsheet). No additional support for the vendor’s proposed MIS is being required by the government under this solicitation.
FROM THE LIST OF DOCUMENTS : (DRAFT)_DELL_J&A File -Please provide more clarification on what the purpose of the Dell document is for. Is this a compliance spec.? For the Dell server we will have to connect to or do we have to provide the Dell server with these features or will IDIQ provide?
I.T.: The document is justification for requiring a specific brand for workstations. DLA Document Services is standardizing equipment across all locations and has selected DELL as the standard workstation manufacturer.
The actual compliance spec for DELL computer is in the PC/Workstation tab of attachment 1a.
The J&A that was uploaded originally is a generic J&A that includes servers, computers and monitors, etc. A new J&A will be done that is particular to this acquisition and pertaining only to the PC/Workstation.
(Draft) Attachment 1a – Equipment Specification Requirments.xlsx document lists for all bands the DLA approved Operating systems from the SOW listed in Section 6.2. However, there is no line item to indentify the exception for those devices operating as true Multi-function device (scanner, controller and printer combined in one unit) can this line item be included in 1a for all usage bands?
I.T. Yes. Attachment 1a has been changed to account for this exception, if necessary.
(Draft) Attachment 1a– Equipment Specification Requirments.xlsx document lists for Usage Band 13, 285 (PPM/IPM) and the device is of a single engine single footprint design or cluster using COTS Software from T/R Systems or RSA Qdirect. Can this requirement be expanded to include a device of a single engine or dual engine in a single footprint design and remove the cluster print option requirement?
IT--- This specification was changed to match that of UB’s 8-12. The requirement is now only that it be a single footprint design. Single or dual engines are permissible.
What are the minimum requirements for the 2 hours of analysts support required for each device and can this requirement be performed remotely?
Par 5.2. That time is included to ensure a complete printing solution, including workstation and network connectivity, unique customization requirements, operator access and account setup, and other requirements based on the individual solution and location. “and analyst” removed from 5.2.
This requirement cannot be performed remotely.
9.3 All equipment must be Energy Star Compliant in accordance with Executive Order 13514, October 5, 2009, Section 2, and paragraph h, sub paragraph (i).
-We kindly request this requirement be removed for the reason it does not apply to production equipment.
Contracting: Removing from SOW, but the appropriate FAR clause is checked and remains (52.223- 15), within 52.212-5. This remains due to research indicating that some UB’s are subject to Energy Star compliance, and some are not being subject to the same compliance. Excerpt from PDF document from the Government’s Energy Star website:
Qualifying Products: This ENERGY STAR specification is intended to cover personal, business, and commercial imaging equipment products but not industrial products (e.g., products directly connected to three phase power). Units must be capable of being powered from a wall outlet or from a data or network connection and operate off of the international standard nominal voltage supplies listed in the document Test Conditions and Equipment for ENERGY STAR Imaging Equipment Products.
Vendors will be asked to indicate on attachment 1a if device being offered will require the three phase power option, to which responses will dictate if the device is applicable to Energy Star compliance.
(Draft) Solicitation.PDF, page 9-29; paragraph (d) can you clarify the contracting ordering period end date in years which allows for additional 365 days after the end of the contract to place and install incremental orders?
Contracting: Part D of the clause revised to the following:
Excerpt, from FAR 52.216-22 Indefinite Quantity:
(d) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor’s and Government’s rights and obligations with respect to that order to the same extent as if the order were completed during the contract’s effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after 30 Sep 2016 for the basic contract, and 30 Sep 2021 if the option is exercised.
(Draft) Solicitatio.PDF, page 10-29; includes (5) (i) X 252.225-7001, Buy American Act and Balance of Payments Program can this clause be removed?
Contracting: The clause will not be removed.
(Draft) Section B - Schedule Supplies-Services.xls Instructions Tab indicates the government wishes all items to be priced, regardless of the number indicated in the “Estimated Quantity” column. Does this exclude quantities noted as zero (0) with no intention of estimated orders?
Contracting: The Government stipulates estimated quantities are all that can be provided in the RFP for price calculation purposes and to inform vendors of estimated sales for the contract period. Aside from meeting the contract minimum, exact order quantities are not known or required by an I.D.I.Q.
For example, an estimated quantity of 10 could actually end up being 14 or 8. Consequently, an estimated quantity of 0 could end up being 1, 3, or some other number. In addition, the quantity of zero (0) may only be listed for one of the time frames (Months * - *), but the sum of all tabs in the total 5 years of the contract will leave no matrix item with a total of zero. A total quantity of all items when calculated over the first 5 years will exceed zero (0).
(Draft) Section B - Schedule Supplies-Services.xls document requests the purchase price of a basic configuration along with the components configuration requirements. Should an offer have more than on model that is required to meet the all component requirements in a particular usage band how should they note a different model and any difference in price from the basic configuration unit price?
Contracting: The minimum specification for vendors shall propose one model for each UB, capable of interfacing with all binding configurations listed in attachment 1a, tabs UB8 through UB13. If vendors have multiple options that can make up a printer, it is assumed that they will choose the one that meets the Government’s minimum specification at the lowest price to be competitive.
(Draft) Section B - Schedule Supplies-Services.xls document indentifies the Usage Band price requirements for all components configured separately, except for any applicable purchase or maintenance of a Digital Front End – Controller to meet the specifications stated in Attachment 1a.
Can a line item be added for Usage Bands 8-13 to provide as a separate unit price below the basic configuration unit price for Digital Front Ends and in the maintenance section?
Ops: This requirement remains. DLA Document Services requests that vendor include Digital Front End Controllers be priced within the basic configuration of the printer, whether physically embedded in the machine or stand alone. If vendors have multiple options that can make up a printer, it is assumed that they will choose the one that meets the Government’s minimum specification at the lowest price to be competitive.
The (Draft) SOW requirements Section 7.0 Training Requirements provides for additional training upon a new hire placement. Can training requirements be itemized and included in the Section B – Schedule of Supplies-Services.xls document instead of priced in?
Contracting: This has been adjusted by the Government. See section 7.3 of SOW. There will be a separately priced CLIN for this requirement, versus having additional training just priced into their proposals.

Can you give an estimated timeline for the procurement process? Date of RFP? Date of Award?
Issue solicitation late March, proposals due late April, evaluations/internal thresholds in May, anticipated award by mid June.
Page 12, 52.216-9006 (a), seems odd to include, does not protect the vendor’s interest. Can it be bilaterally?
DLAD Clause 52.216-9006 has been removed from the solicitation.
Is TAA Equipment/SW required?
Yes.
Will there be any point value in the evaluation if the response is in partnership with an 8(a)?
No.
On Attachment 1a- Scanner Specification “Long Document Scanning”. Specification is 120 inch.
Would 118 inch be accepted?
Yes.
Are the non-flatbed scanner specifications and the flat bed scanner specifications the same?
Yes. The scanner specification of attachment 1a has been changed to a just Non-flatbed scanner.
Is the MIS intended to be an Enterprise MIS?
Yes.
Can PACE be proposed as a part of EFI on Digital Store Front (DSF)?
Yes.
Are color split jobs a requirement?
No. Some jobs that include color and B/W will be run on color machines if the majority of the job is in color.
Is the Government aware with having to have image manipulation software on every device, some applications may drive the need for additional software (plug-ins).
The Government has been so advised. SOW/Section B adjustments may be made prior to posted a final RFP.
Is the Government aware that there is an imbalance between the estimated quantities of PC/Workstations and the number of software licenses for image manipulation?
The Government is aware. Adjustments will be made to the solicitation, section B.
The comment was made that one of the vendors was insistent that DLA has an Enterprise-wide agreement already in existence with Adobe Acrobat.
The Government has a generic enterprise license with Adobe. There is no license for Adobe Creative Suite 5. The specifications remain in place to have vendors quote the software indicated.
Vendors are to provide the PC/Workstations, but not the operating system license?
Yes.
Regarding shared relationships with patches on the Government’s server, who is responsible?
The Government will be responsible.
Is there a timeline for anticipated achievement for IA/IS after installation?
The test period for IA/IS accreditation is no more than 75 days after award for image manipulation software as well as any perspective PRINT MIS software that may be purchased.
Can vendor submit responses w/ and 8(a)? Any restrictions? Evaluation preference?
The Government’s intent is to conduct full and open competition. No portion of the requirement will be set aside for small business.
There will be clauses indicating the evaluation preference for SDB and HUBzone businesses that may submit offers.
The Government mentioned the topic of value engineering during the market research phase. It was industries understanding that this procurement will be done using LPTA.
Vendors are encouraged to suggest ways for the Government to realize its best methods to meet requirements. When the official RFP is posted, responses will then be evaluated using
LPTA.
Regarding a Guantanamo Bay location: Would tech support need to be housed there or flown in? If flown in, from where and would this be on a military transport?
The Guantanamo Bay location is not included in this procurement.
SOW Par 6.7, Monthly Vulnerability Report- What information will be looked for? Is there a sample format to review?
Information that the Government is looking for is detailed in SOW par 8.5. There is no sample format available. All report formats will be established and agreed upon by the contractor and Government at the post award conference.
