The U.S. Department of Commerce (DOC) will conduct this acquisition using Subpart 8.4 under the Federal Acquisition Regulation.
The Government anticipates that this effort will be performed under the Mission Oriented Business Integrated Services (MOBIS) Schedule, GSA Schedule 874.
Quotes are due no later than 1:00 P.M, May 31, 2013. Submissions shall be made via email to Mr.
Kirk D. Boykin at Kboykin@doc.gov, who may also be reached by phone on 202-482-2292. The Quoter shall submit: one (1) original plus three (3) copies of each submission. Each submission shall also contain an electronic soft copy of the hard copy information. The soft copy shall be a CD-ROM contained in the original submissions. Failure to submit a response by the time and date established may result in the Quote not being considered. DOC reserves the right to consider Quotes received after the submission deadline at its discretion. Contractors are requested to notify Mr. Kirk D. Boykin via the above email address of their intent to submit a Quote as soon as possible.
NOTE: Contractors are asked to contact Mr. Kirk D. Boykin email or telephone within one business day of submitting a Quote to confirm Government receipt of a Quote package.
By submitting Quotes, contractors agree to comply with all terms and conditions as set forth in this solicitation/request for quotation, including the Statement of Work (SOW).
Quote Submission and Evaluation Criteria/ BPA Issuance
Quotes shall be comprised of TWO separate submissions. The first shall contain copies of the pricing submission and the second shall contain the technical submission.
The following evaluation criteria will be used. The non-price (technical) factors are Management and Technical Approach, Key Personnel and Staffing, and Past Performance. The non-price factors are listed in descending order of importance. The non-price factors, when combined, are considered to be significantly more important than price.
PAGE 11 OF 55 SA1301-13-RQ-0003
ATTACHMENT 1 (contd)
Technical Quote (Non-price factors) – Quoters shall submit the following technical (non-price) information.
1) Management and Technical Approach
Describe your company’s approach to managing and performing the required professional program management office support services described in the SOW. Your submission should focus on your company’s unique competitive advantage or capability to deliver the required services in a manner that will increase the likelihood of successful performance. At a minimum your response should address startup and quality control, and processes and/or methodology for delivering services under the SOW.
2) Key Personnel & Staffing
The Quoter should provide résumés of key personnel with appropriate and applicable experience in performing the work/services under this SOW and an approach to staffing and retention.
3) Past Performance:
In regard to past performance the contractor shall provide the following:
A. The Quoter shall demonstrate relevant past performance or affirmatively state that it possesses no relevant past performance. Relevant past performance is performance under contracts or efforts (currently being performed or performed within the past five years) that are of a similar, directly related scope, magnitude and complexity to that which is described in the solicitation and as defined below. The Government will consider the quality of the Quoter’s relevant past performance. Information provided in response to this factor will assist the Government in determining the degree of risk associated with award of this project to the Quoter in question based upon that Quoter’s past and present performance on other projects/contracts.
B. The Quoter shall submit a maximum of three (3) projects/contracts for evaluation. An additional maximum of three (3) projects for each subcontractor proposed shall be submitted. For each submitted project/contract, the Quoter shall include references, using the form at Attachment 4 to provide the requested past project information. For each of the contracts/projects submitted, the Quoter shall ensure that a Past Performance Questionnaire (Attachment 4) is sent to customers to provide feedback. The Quoter shall instruct customers to complete the questionnaire and return it to Mr. Boykin at Kboykin@doc.gov by the RFQ submission due date. The Government reserves the right to obtain information for use in the evaluation of past performance from sources other than those identified by the Quoter to upgrade or downgrade the Past Performance rating. An evaluation of relevance will be done for no more than three projects submitted by the Quoter and for no more than three projects submitted for any proposed subcontractor. The Quoter is therefore cautioned to submit only its three most relevant efforts and is cautioned to submit only the three most relevant efforts of its subcontractor.
PAGE 12 OF 55 SA1301-13-RQ-0003
If the Quoter or any subcontractor submits more than three projects each for consideration, only three per entity will be reviewed. The three reviewed for each entity
ATTACHMENT 1 (contd) will be the first three as displayed within the Quote from front to back and this may or may not be to any proposer’s advantage.
C. The Government will determine the relevance of a past performance project/contract by the size, scope and complexity in relation to the required services.
D. Where prime/sub contractor arrangements are proposed, a subcontracting plan shall be submitted as part of the Quote which clearly details the roles, responsibilities, and distribution of effort between the parties in performance of the Government’s requirement. The Government may not attribute to the prime contractor, as an organization, the past performance of managers, key personnel, subcontractors or other partners. However, the Government will evaluate the past performance of its managers, key personnel, subcontractor or other partners separately and consider its findings about them when determining the risk associated with the Quote and assigning the appropriate rating to the Quote. The Government will determine whether the past performance of its managers, key personnel, subcontractors or other partners offsets the risk of doing business with a prime contractor that has no or limited experience and past performance of its own.
Page Limitation:
Excluding the cover page, résumés and past performance forms and questionnaires, the Technical Proposal (including all non-price factors) is limited to ten (10) pages, single spaced and double sided with at least 11point font and 1” margins. Pages beyond the page limitations will not be evaluated and will be removed by the Contracting Officer.
Price Quote:
The Price Proposal shall be submitted in a separate file from the information provided on the technical (non-price) information described above. Using the Standard Form 1449, “Solicitation/Contract/Order for Commercial Items, contractors are required to submit fixed hourly rates for each line item listed for each proposed ordering period. The Quoter’s hourly rate shall be inclusive of all the Quoter’s direct costs, indirect costs and profit and include all costs associated with providing the services described in the Statement of Work. To be considered for award, rates must be submitted for each and every line item listed on the Standard Form 1449. DOC will evaluate the price offered by extending the unit price by the estimated total units for each performance period (base and additional ordering periods, as appropriate). The total price for each period will be added to determine a total overall price. Prices will be examined to determine reasonableness to perform the requirements as established in the RFQ.
Basis for Selection:
DOC will select the responsible GSA schedule quoter whose quote, in conforming to this RFQ, provides the overall “best value” to meet the Government’s requirements, price and non-price factors considered.
While non-price factors when combined are significantly more important than Price, the Government will not make an award at a significantly higher overall price to achieve slightly superior total non-price technical capability.
PAGE 13 OF 55 SA1301-13-RQ-0003
ATTACHMENT 1 (contd)
DOC, as the Federal Supply Schedule (FSS) ordering activity, reserves the right to conduct a separate responsibility determination on the apparent successful quoter(s). Only apparent successful FSS vendors determined to be responsible pursuant to FAR 9.104-1 will be issued a BPA.
The Government reserves the right to award without discussions.
Period of Performance
The ordering period for the resulting BPA will be up to five (5) years, which includes a base year and four, separate/ 12 month option periods. Individual calls/orders will include specific performance periods. The BPA will be reviewed annually in accordance FAR 8.405-3 and 52.222-43.
Questions
Please submit any questions regarding this requirement immediately via email but no later than May 13, 2013 to Kboykin@doc.gov. Any prospective Quoter may contact us while preparing a Quote to obtain clarification of our Statement of Work (SOW) or other information needed to prepare a quote. We will provide pertinent information in that regard to Quoters, as appropriate.
Sincerely, Kirk D. Boykin Contracting Officer
