No. of Buildings Occupancy Date

The Government is seeking expressions of interest for each of these needs, and offerors may express interest in one or more of these needs, each for a 15 year term, plus 1 five year renewal option. The Government reserves the right to award separate leases for each building leased.

The U.S. Government tenant agency must be the sole tenant in any offered building for either requirement.

Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance floodplain (formerly referred to as “100-year” floodplain).

The U.S. Government currently occupies warehouse and related space in two separate buildings under two separate leases in Springfield, Virginia, which must remain co-located. The Government intends to supersede that lease with a 15 (fifteen) year firm term to fund additional renovations, but will consider alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, non-productive agency downtime, and costs, including rent, related to vacating the current location prior to lease expiration.

The Government’s decision regarding whether to relocate will be based, in part, on information received in response to this notification. In the event that a potentially acceptable offer fails to provide required information as part of its response to this notification, the Government reserves the right to assume that the building in question cannot meet the Government’s requirements.

Submission by anyone other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space.

LEASE TERM:

The lease term will be a firm term of fifteen (15) years, with an option to renew for one (1) additional five (5) year term. The potential full term is therefore twenty (20) years.

DELINEATED AREA:

All properties offered to the Government in conjunction with this requirement must be located within the delineated area of the Central Business Area of Northern Virginia.

EXPRESSIONS OF INTEREST SHOULD BE SUBMITTED IN WRITING NO LATER THAN

03/03/2023 AND SHOULD INCLUDE THE FOLLOWING INFORMATION:

In instances where the Offeror is representing more than one property, the Offeror is hereby notified that they may only participate in negotiations on behalf of one owner.

In the event that a potential offeror fails to provide specific rental rate or other required information as part of its response to this advertisement, the Government reserves the right to assume that the building in question cannot meet the Government’s minimum requirements.
