About this file

This document is Addendum #2 to an Invitation to Bid (ITB #S-63500-00013909) issued by the Oregon Department of Fish and Wildlife (ODFW) for alfalfa hay for the Elkhorn Wildlife Area, dated August 21, 2025. The addendum provides clarifications and answers to bidder questions regarding the hay procurement, specifically addressing issues such as partial rain damage to hay, delivery date reporting, and geographic sourcing requirements for the hay.

The addendum includes three key questions and answers: (1) bidders can submit bids for partially rained-on hay, which will be examined against minimum qualifications in section 4.4 of the ITB, (2) bidders should enter "N/A" for delivery date since ODFW Elkhorn Wildlife Area staff will arrange pickup, and (3) hay must be grown within 150 miles of the wildlife area, with ODFW unwilling to travel further to inspect potential hay supplies. The document was prepared by Marcus Jones from ODFW and serves to modify and clarify the original ITB document without fundamentally changing its terms, conditions, or requirements.

ADDENDUM

QUESTIONS AND ANSWERS:

The following are questions asked during the Mandatory solicitation question and answer period and ODFW’s answers. The answers and clarifications provided below by ODFW are for informational purposes ONLY and DO NOT constitute a change to the terms, conditions, technical specifications or requirements of the ITB.

Question 1: My hay was partially rained on. Can I still submit a bid?

Answer 1: Yes, the bidder can bid it. The hay will be examined against the minimum qualifications for the hay listed in section 4.4 of the ITB.

Question 2: What delivery date should I enter on the bid submittal form (Attachment D) since I will not be delivering the hay?

Answer 2: Bidders can enter “N/A” as the delivery date because ODFW Elkhorn Wildlife Area staff will arrange a pickup date.

Question 3: Can I submit a bid if my hay isn’t grown within 150 miles on the chance that the government cannot obtain the quantity desired within that range?

Answer 3: No. Agency is not willing to drive that far to inspect the hay.
