About this file
This is a Performance Work Statement (PWS) for NAS410 Level 2 Digital Radiography/Non-Film (DRT) Transition Training to be provided by a contractor to the Department of Defense/Army.
The contractor shall deliver a 40-hour formal training course conducted over five consecutive days for up to 12 students per session. Training must meet National Aerospace Standard 410 (NAS410) Level 2 requirements and cover both theory and practical components in Computed Radiography (CR), Digital Radiography (DR), and Computed Tomography (CT). The contractor is responsible for providing all personnel, equipment, supplies, facilities, transportation, materials, and non-personal services necessary to conduct the training. Training may be delivered at either the contractor's facility or at a government-designated on-site location, as determined at award and option exercise. All training instructors must meet or exceed NAS410 Level 3 qualifications in radiography. The contractor shall administer a final examination (which may be open-book), score all examinations, issue certificates of completion to passing students, and provide score reports to the requiring activity's NDT Examiner within 10 business days of course completion. Certificates must include student name, course name/topic, formal training hours, training dates, statement that training meets NAS410 Level 2 Non-Film Transition requirements, instructor name, and contractor name.
The contract is a Firm-Fixed-Price (FFP) non-personnel services contract with a Base Year performance period (5-day training session) through September 30, 2026, followed by three optional 12-month periods (FY2027 through FY2029). The contractor must provide a detailed curriculum or topic outline prior to award and notify the contracting officer of any changes. All contract documentation and deliverables—including class curriculum, attendance rosters, score reports, and completion certificates—must be submitted to the DCMA NASA Product Operations points of contact (Charles G. Nelson II or Samuel W. Palmer) at specified email addresses. The contractor is responsible for maintaining a stable workforce, conducting business between 8:00 a.m. and 5:00 p.m. Monday through Friday (except federal holidays and government-directed closures), and safeguarding all government property while on-site. The government will provide facilities with monitor/projector and dry erase board, plus utilities if training is conducted on-site. Performance standards require zero deviation from curriculum/training hour requirements, zero deviation from instructor qualification standards, 100 percent accurate certificate delivery within 10 business days, and no negative student feedback or average ratings below "Neutral" (3) on a 5-point Likert scale feedback form.
