Answers to Questions Received from Industry for RFI S5121A‐23‐R‐XXXX – CDO Data Analytics
Question 1: Is there an incumbent for this requirement, and if so can you provide the contract number?
Answer 1: No. This is a new requirement for the Defense Contract Management Agency.
Question 2: Within the Draft PWS and under paragraphs 3.1., 3.1.1., 3.1.2., and 3.2., the Government provides an estimate on the number of consultants anticipated to support the associated tasks, however there are no estimates for some of the other tasks. Are the four estimates provided the only areas where the Government anticipates the requirement for personnel or did they only want to provide estimates for some and not others? Are there additional personnel estimates that should be considered as the requirements under the PWS are analyzed?
Answer2: DCMA expects 1‐2 in the remaining areas with the ability to reallocate personnel as short‐ term needs arise.
Question 3: Do you know when the RFP will be published? What vehicle will you use? Will the solicitation be full and open or a SB set‐aside? Why are you going small business? Do you have a Socio/Economic group you want to reach? Can you provide an estimated value?
Answer 3: We are in the acquisition planning stages and do not have an idea when the RFP will be posted, thus the reason for information gathering through this Request for Information. We do not have answers for the remaining questions since the results from this RFI will allow us to come up with the best acquisition strategy for the Government.
Question 4: In reviewing RFQ 1643199 on GSA eBuy, it was noted that the requirement was set aside for 8(a) firms, however the description of the work does not include this as a requirement. Are small businesses other than 8(a) small businesses allowed to respond to this RFI?
Answer 4: The RFI was posted through GSA eBuy and SAM.gov. The reason for using the 8(a) set aside on GSA eBuy, is there are over 5K businesses listed under the chosen NAICS and we do not want to be inundated with too many responses. The RFI process is an information gathering process, meaning there is no Request for Proposal out on the street yet. The RFI posted through GSA are only for 8(a) businesses responses, however all other businesses can submit their responses to the RFI that is posted through SAM.gov by following the instructions within the Request for Information.
Question 5: Are responses to the contents of the Excel Spreadsheet the only information required at this time?
Answer 5: Interested parties shall submit information on the spreadsheet provided, however they can supplement their responses on the excel spreadsheet with additional information keeping in mind that the total response cannot be larger than 2MB.
Question 6: Can possible strategic partners of the potential Prime contractor be identified within our submission?
Answer 6: This is a Request for Information, meaning we are gathering information at this time.
Whatever additional information that interested parties choose to provide is fine, however the submittal shall not exceed 2MB.
Question 7: What type of security clearance is needed for this requirement for CDO Data Analytics?
Answer 7: A Facility Clearance Level at the secret level is not required, but individuals performing work would receive a background investigation to determine if they meet secret eligibility requirements. This adjudicated background investigation at the T3 or equivalent level has been deemed necessary based on the widespread access to Controlled Unclassified Information (CUI) the contractor is expected to have in the performance of this contract.
Question 8: “(Low code/no code‐ in POWER BI, POWER APPS, ADVANA, QLIK)” is listed under Functional Area 3 on page 4 of the Draft PWS. However, it is later listed under Functional Area 2 on page 12 of the Draft PWS instead.
Answer 8: (Low code/no code‐ in POWER BI, POWER APPS, ADVANA, QLIK) should appear under
Functional Area 2 vice 3 on page 4, ( i.e should fall under desired services on page 12 for Functional Area
2 )
