Industry Questions RFQ: S5121A-21-Q-0001 – Amendment 1 Financial Capability Assessments

In accordance with the “Instructions to Offerors” section of subject solicitation, paragraph 2, the following questions are submitted.

Q. Would the 27 required users/licenses be specific named individuals or could they be any given 27 people (i.e. a pool of 50 people using 27 logins at a single time)?

A. The 27 user licenses are required for specific named individuals within DCMAP and PMBI.

Ability to transfer licenses from individual to individual when requested by DCMAP or PMBI is required.

Q. Furthermore, in the pricing CLIN there is a breakdown of users between 'DCMAP' (17 users) and 'PMBI' (10). Can you please clarify what these two acronyms stand for?

A. DCMAP stands for Defense Contract Management Agency Cost and Pricing Regional Command, PMBI stands for Portfolio Management and Business Integration Directorate.

Q. My first concern is the Aftermarket Research offering. These AMR reports can certainly be added to user accounts to access, but this add-on service is priced relative to an estimated consumption figure that the users believe they will need throughout the year. Will all 27 users be needing the AMR service?

A. DCMAP consumption for Aftermarket Research would be zero. PMBI consumption for Aftermarket Research would be very low, perhaps zero.

Q. Will this be specific to one of the licensed groups?

A. DCMAP consumption for Aftermarket Research would be zero. PMBI consumption for Aftermarket Research would be very low, perhaps zero.

Q. How many reports monthly will the group need throughout the term?

A. DCMAP consumption for Aftermarket Research would be zero. PMBI consumption for Aftermarket Research would be very low, perhaps zero.

Q. Additionally for Ratings information – are we looking for Historical ratings / credit research?

A. Access to historical credit-related data is a requirement of PMBI.

Q. Is there an incumbent provider of Financial Capability Assessments Online Subscription services to DCMA? If so, which company is the incumbent and what is the value of the current contract?

A. The incumbent provider is S&P Global Market Intelligence LLC and the total contract award amount is $304,967.00.

Q. Can you specify the number of companies/entities that the 27 concurrent users will access per year? Based on the CLIN structure can you breakout the number of companies that DCMAP and PMBI will separately access per year? Estimated usage is required to complete pricing.

A. DCMAP estimates future monthly usage by DCMAP at 40 to 60 reports per month. PMBI estimates 575 instances of company research annually. This number may include the same company researched twice or more throughout the year for different tasks, so the number of unique companies is less.

Q. Can you specify the geographic region of interest and percentage of access? For instance 90/10 or 80/20 International vs. domestic companies. Geographic regions are defined as North America (US/Canada), Asia Pacific-ME-Africa, LATAM and EU. Geographic region is required to complete pricing

A. DCMAP estimates historical usage portends future usage as 90% domestic (US/Canada) and 10% international (split evenly across the foreign categories listed above). PMBI estimates 80% domestic and 20% international with no specific breakdown by international geographic region.

Q. Does DCMAP and PMBI require monitoring companies of interest?

A. DCMAP and PMBI do not require monitoring companies of interest.

Q. What tool/platform is DCMA currently using to provide comprehensive financial capability assessments and support industrial capability studies?

A. Capital IQ
