RFQ: S5121A19Q0019

DCMA-TD Clothing and Textiles

Q. A $15,000,000 "size standard" is listed on the RFQ. Is this standard size based on annual receipts or the number of employees?

A. Size standard is annual receipts.

Q. Is this opportunity open to entities outside of the small business concern and/or commercial realm? NC State University is not a small business or a commercial entity.

A. The Request for Quote is not restricted to small business concerns and any entity may respond provided the entity has a valid System for Award Management record.

Q. Would NC State University be allowed to retain Intellectual Property (IP) for the developed course(s)?

A. Yes.

Q. Would it be appropriate to pitch a course that is one-week on-site and then the rest online? (In the RFQ, it says either a two-week residential course or a 60-day online course.)

A. Yes, on-site and online (hybrid/blended course) may be appropriate.

Q. When would first delivery of the course be expected?

A. February 2020.

Q. To clarify, this course would run four times per year, with an option to renew for years 2, 3, and 4?

A. The award will be a 12 month base period with four 12 month option periods. We anticipate training for 92 students per 12 month period of performance. Vendor and DCMA will coordinate schedule after award.
