Description of Acquisition: DCMA has a requirement for consulting support services to assist in maturing an Enterprise Architect Portfolio Management Program in parallel with implementing the Business Capability Lifocycle (BCL) model within DCMA's existing IT investment management process.

Justification and Approval (J&A) For Other Than Full and Open Competition
I. Contracting Office: Defense Contract Management Agency (DCMA), Procurement Center.
Fort Lee, Virginia.
2. Type of Contract Action: Fol low-on Firm Fixed Price contract that will utilize FY 17 O&M funds
3. Description of Supplies/Services: DCMA has a requirement for consulting support services to assist in maturing an Enterprise Architect Portfolio Management Program in parallel with implementing the Business Capability Lifecycle (BCL) model within DCrvtA's existing IT investment management processfi1is is a critical reqjirement and essent ial in meeting DCMA 's mission. This requirement is directly linleand aligned to the Agency Strategic Initiative 2.1.4.,Develop and execute a single Agency Enterprise IT Architecture to fac ilitate process agility and improve system integration over the next 5-7 years. Additionally, it is critical that these services continue until the IT Corporate Support effort is awarded. The period of performance will be February I, 20 17 through January 31 , 2018 with no option periods. The total estimated cost is $1 ,677,096.

Sole Source A wards under the Veterans Benefits Act of 2003
5. Reason for Authority Cited: DCMA has a continuing requirement for business process modeling and related capital planning and investment (CPIC) activities for Enterprise Architect, Business Capabi lity Lifecycle (BCL) and Business Process Modeling (BPM) training initiatives. The Agency is developing new information for technology corporate strategies that wi ll encompass the enterprise portfolio management. However. until the new strategies are implemented, the current portfolio management service must continue in order to meet the mission. The current contractor has the skill sets, wealth of experience, and expertise to execute all of the Enterprise Architecture (EA) mission requirements. This critical contract makes up over 60% of the DCMA EA resources. Any breaks, disruptions or deferment of serv ices will be detrimental in DCMA EA and the IT Operations Support abi lity to meet the DCMA's mission. This requirement is in direct alignment with the Agency Strategic Initiative 2. 1.4. Develop and execute a single Agency Enterprise IT Architecture to faci litate process agility and improve system integration over the next 5-7 years. It wouJd be detrimental to the overall mission of DCMA, the Department of Defense (DOD) as~f as the Joint In formation Environment (J IE) to go without these services for any period of time. It wi ll take six to nine months to re-compete and introduce a new contractor during this stage. Market research has revealed that if this service were re procured new it would cost the agency over $2.5 million dollars. The incumbent 's price proposal for this initiative is $1,677,096 million dollars, resulting in a cost savings of $822,904.00. The contractor has a proven record of timely and satisfactory performance under this contract.

6. Efforts to Obtain Competition: Efforts to obtain compet ition ~conducted in October 2016 thru a Request tor Information (RFl )/Sources Sought to determine if there were contractors available who could provide Enterprise Architect Portfolio Management. There were two vendors who responded to the RFl/SS, both large businesses; neither of the vendors wel"ewtlS-able to provide the full spectrum of services required under this requirement. The incumbent contractor has the necessary experience and subject matter experts to continue the services without an increase in cost to the Government. If another contractor is introduced at this stage, they would require a six to nine months start-up time. This approach would not be cost effective as these services are only required for a twelve month period. Sole Sourcing this award to the incumbent contractor would provide a means to continue the support of DCMA mission as reflected above and provide the best value to the Government.
7. Fair and Reasonable Cost Determination: This requirement is commercial serv ices. In accordance with FAR Part 15.404-1 (2) (ii), the incumbent/contractor' s price proposal has been determined fair and reasonable based on historical pricing, comparison of prices found in market research for the same or similar services, and comparison to Savvee's pricing on other government contracts for same or similar services. The fa ir and reasonable decision will be documented in the official contract file.
8. Market Research Conducted: The Market Research conducted in October 2016 determined that there were two vendors who responded to the RFl/SS, both large businesses; neither of the vendors was able to provide the full spectrum of services required under thi s requirement.
The incumbent contractor has the necessary experience and subject matter experts to continue the services without an increase in cost to the Government. If another contractor is introduced at this stage, it would increase the cost for the required services and require a six to nine months start-up time. This approach would not be cost effecti ve. nor is it in the best interest of the Government.

In addition to the RFl/SS discussed in number 6 above, the mandatory sources were searched (AbilityOne, Federal Prison Industries) and no sources were located. An internet search located multiple companies engaged in Enterprise Arch itect services; however, the decision was made to continue the service with the incumbent contractor as there was too great a risk and excessive cost to the Agency to procure a new contract fo r such a short period of performance.
