Justification Review Document

Description of Acquisition: Access to InfoBase Defense & Aerospace Database.

Statutory Authority: 41 U.S.C. 1901 as prescribed in FAR 13.106-1(b)(1)(i)

Estimated Contract Amount: $47,160.28

Period of Performance: 8/1/2016 – 7/31/2017 The period of performance is a one year base Period of Performance Base and 4 Option Years: 8/1/2016 – 7/31/2021

LIMITED SOURCE JUSTIFICATION

1. Contracting Office: Defense Contract Management Agency (DCMA), Procurement Center, Fort Lee, Virginia.

2. Type of Contract Action: This is a follow-on contract action for an Aerospace and Defense

Industries briefing reports delivered on CD –ROM previously purchased under contract number S5107A-11-P-011, which expires on June 30, 2016. The action will be a firm fixed price, sole source. The contract will use FY16 operations and maintenance (O & M) funds.

3. Description of Supplies/Services: The DCMA requires ongoing access to Aerospace and Defense Industries briefing reports. Total value for the Base year is estimated at $9,080.00 and the base year plus 4 option years is estimated at $47,160.28.

DCMA requires Aerospace and Defense Industries briefing reports that include the following: forecasts, market analysis of several key aerospace and defense industries that include , Aircraft, Missiles (include PGMs), Defense Electronics and Space, forecast analysis on individual systems and markets within each broad market forecast, forecasts for major weapon systems for both the US and the World, forecasts for shipbuilding, combat vehicles, ammo, weapon sectors and reports of major defense contractors around the World and US, Defense Budget trends, and forecasts for internationally recognized aerospace products.

DCMA Industrial Analysis Center’s (IAC) products and services provide DoD senior leadership with critical decision-making support (i.e., OSD, Service Acquisition Secretariats, Military Acquisition Buying Commands and Weapons Program Offices).

DCMA Industrial Analysis Center analyzes domestic and international companies, organic faculties, academic institutions, as well as research and development centers that design, develop, manufacture, upgrade and maintain DoD weapons systems. DCMA IAC needs quarterly briefings which are critical to the IAC mission and in turn, supports the Agency’s Defense Infrastructure Sector Lead Agent responsibility for the defense industrial base.

5. Reason for Authority Cited: DCMA procured this requirement in FY11 under contract

S5107A-11-P-0011. The solicitation was competed under full and open competition but only one offer was received. The awardee, Teal Group, met DCMA’s requirement by delivering the information via a quarterly released CD-ROM. DCMA IAC adapted to this form of information disbursement and created procedures to meet the requirements listed above.

With this noted, if this requirement were to be awarded to a different vendor using another form of information disbursement, DCMA IAC would have to revamp their current policy and procedures producing a substantial duplication of cost to the government that is not expected to be recovered through competition. Therefore it is determined that an award to Teal Group is a logical follow on to a requirement that was originally competed under full and open competition.

6. Efforts to Obtain Competition: Market research for Infobase Defense & Aerospace Briefing found that none of the mandatory sources are able to provide the requirement. A Sources Sought was also posted to Federal Business Opportunity (FBO) but produced no responses. An internet search found 5 vendors who possibly could meet the requirement. Of the five, three did not respond, one was forwarded a copy of the Sources Sought but did not respond, and the other was left a voice message and asked to return the call but did not. A Dynamic Small Business Search did not provide any vendors who could meet the requirement. Pricing was checked for printed briefings verses CD-ROM briefings, and revealed the CD-ROM briefing is more cost effective for the government. Market research shows that only one vendor can provide this requirement, The Teal Group.

7. Fair and Reasonable Cost Determination: The price will be determined fair and reasonable based on a comparison of market prices and historical contract pricing of existing like and similar requirement.

8. Market Research Conducted: Market research for Infobase Defense & Aerospace Briefing was conducted and found that none of the mandatory sources are able to provide the requirement. Market Research found only one source, which is the incumbent on the current contract.

11. Actions Taken to Remove Barriers: DCMA will continue to conduct market research to determine if alternate solutions will meet this requirement in the future.
