Sources Sought S5121A-16-T-0022 Forecast and Market Analysis Technical Specifications This is a Sources Sought announcement only and is not a solicitation for proposals. The purpose of this announcement is to gain knowledge of potential qualified small business firms. Responses to this Source Sought will be used by the Government in making appropriate acquisition decisions. DCMA HQ Procurement Center intends to procure contract support services for the Forecast and Market Analysis. The Government anticipates the award of a Single Firm Fixed Price contract.
SCOPE: The Industrial Base Analysis Center has the need for forecasts and market analysis of several key aerospace and defense industries that include: Aircraft, Missiles (including PGMs), Defense Electronics, and Space. This requirement is for quarterly distribution of (4) briefing reports on CD-ROMs. Contractor shall be responsible for providing its forecasts and analysis on individual systems and markets within each broad market forecast. A forecast report on a system or industry is updated annually. Each CD shall be delivered on a quarterly basis with the latest updates. It shall consist of line-ups of senior analysts are some of the top experts in their respective industries. This information will be used developing accurate contractor and sector forecasts and assessing the impact of changing requirements on the industrial base. The reports shall provide the forecasts for major weapon systems for both the US and the World at large going out 10 years. In additional, internationally recognized aerospace product forecasts shall be included as well. Forecasts shall be provided for shipbuilding, combat vehicles, ammo, and weapon sectors. To include providing reports of major defense contractors around the world and US Defense Budget trends. This forecast report shall supply strategic advice, market intelligence, and product knowledge bundled and easily accessible on the internet.

After review of the responses to this Sources Sought announcement a synopsis and/or solicitation announcement may be published at a later time.
Capability statements in response to this notice shall include the following information and shall not exceed five (5) pages:
a) Company name, business address, address of your school, CAGE code, and points of contact with telephone numbers and email addresses.
b) Business size/classification in regard to NAICS ________, to include socioeconomic designation of the company (i.e., 8(a), HUBZone, Women Owned Small Business, Veteran Owned Small Business, Small Disadvantaged Business, Service Disabled Veteran Owned Small Business, etc.).
c) Your company’s capability to do this type of work. Documentation of technical expertise, capability, and capacity must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition, but should not exceed five (5) pages in length.
It is imperative that businesses responding to this sources sought announcement articulate their capabilities clearly and adequately regarding the specifications listed. Industry input is also requested on the Specification that is attached. Questions and/or feedback related to the Specification must be submitted as a separate document.
