Defense Contract Management Agency Procurement Center

Justification for Other Than Full and Open Competition

Identify Contracting Activity, Agency and Document: This justification for other than full and open competition is requested by the Defense Contract Management Agency, Procurement Center, Fort Lee, Virginia.

Nature and/or description of the action being approved: The Defense Contract Management Agency Procurement Center proposes to purchase Hewlett Packard (HP) Memory for current DCMA Servers manufactured by HP. DCMA proposes to restrict competition based on the need to use HP memory to maintain effective server operations and maintain their warranties

Description of the supplies or services required: The requirement is to upgrade DCMA’s Hewlett Packard rx2800 Itanium server’s memory to 128 GB and enable the server to access the DCMA SAN (Network Storage). Upgrading the server memory is required to install new software in order to develop new applications. Enabling the server to access the SAN is required to be able to access expanded disk space as and when the need arises. In order to complete the two upgrades, the following components or parts are required. The estimated value of this procurement is $32,800.00.

Item QTY Description

1 1 AM246A HP rx2800 i2 6-Slot Memory Expansion Board – This memory expansion board is required to house the additional memory.

2 8 AM231A HP rx2800 i2 16GB(2x8GB) PC3-10600R-9 Kt – 8 (eight) 16GB memory cards totaling 128GB are required for this upgrade.

3 2 AH400A HP PCIe 1-port 8Gb FC SR (Qlogic) HBA - HP 8Gb PCIe Fibre Channel Host Bus Adapters (HBAs) provides connectivity to SAN (Network Storage or Storage Area Networks)

Identification of the statutory authority: The statutory authority permitting other than full and open competition is:

[X ] 10 U.S.C. 2304(c)(1) - Available from only one or a limited number of sources.

[ ] 10 U.S.C. 2304(c)(2) - Unusual and compelling urgency.

[ ] 10 U.S.C. 2304(c)(3) - Industrial mobilization; engineering, developmental, or research capability; or expert services.

[ ] 10 U.S.C. 2304(c)(4) - International agreement.

[ ] 10 U.S.C. 2304(c)(5) - Authorized or required by statute.

[ ] 10 U.S.C. 2304(c)(7) - Public Interest.

Demonstration of proposed contractor’s unique qualifications: HP is the sole manufacturer of parts which will meet DCMA’s need for upgraded memory and access to network storage while maintaining the HP server warranty.

Effort to Solicit Potential Sources: DCMA has conducted market research resulting in confirmation that the required parts are offered by the manufacturer and authorized resellers.

This requirement will be posted as a combined synopsis/solicitation to Federal Business Opportunities.

Anticipated Cost: The anticipated cost/price of this action to the Government will be determined fair and reasonable i/a/w/ FAR 15.404-1.

Market Research: Conducted market research to find memory that will maintain the existing warranty for the server installed in the DCMA environment. No alternatives were identified other than HP manufactured memory.

Other Facts Supporting the Use of Other Than Full and Open Competition: NONE

Interested Sources:

1. Hewlett Packard

2. Gov Connection

3. Yancy & Associates

Statement of subsequent actions: Currently, the HP warranty conditions limit the products used within their servers to HP proprietary brand only. Should at some point, HP allow the use of off-brand memory upgrades, DCMAIT will evaluate all alternatives.

Technical Certification I verify the Government’s minimum needs or requirements or other rationale for limited sources which form the basis for this justification, as presented above, are complete and accurate to the best of my knowledge and belief.
