About this file

This document is a Q&A extract related to the Stryton Mine Remediation contract opportunity issued by the Arkansas Department of Transformation and Shared Services Office of State Procurement (TSS OSP), the Department of Energy and Environment (ADEE), and the Division of Environmental Quality (ADEQ). The project consists of four stages - earthwork, topsoil, vegetation, and clean-up - to be completed within 270 days of contract award. Prospective contractors must attend a mandatory site visit, hold a current Arkansas contractor license, and have completed at least three similar projects within the past five years. The contract will be awarded to the responsive and responsible bidder with the lowest bid meeting the stated requirements and may be renewed for up to six additional one-year terms.

The pricing must be firm and not subject to escalation. Minority and women-owned businesses are encouraged to participate. The solicitation does not specify any set-aside designations or restrictions on the types of organizations that can respond, nor does it list any incumbent vendors or current contractors. The total award value is dependent on the bid pricing, which cannot exceed the available forfeited bond funds that are being used to finance the project.

S000000371 Stryton Mine Reclamation Q&A

9.00 Materials

Can the Department confirm the amount of topsoil that is present in the stockpile? The Invitation For Bid form states there are 29,800 cy of topsoil while the topographic survey of the Stryton Pit states there are 412,063 cy of material in the stockpile.

Have soil quality tests been performed on the refuse pile? If so are the results of the test available?

What data is available for the water tests that have been completed previously?

The 29,800 cubic yards of topsoil was removed from the mining site and stockpiled before the mining began. This was done per mining regulations and codes. It is located away from the pit. The 412,063 cubic yards of overburden was removed from above the coal seam and stockpiled next to the pit. The overburden is not topsoil.

No soil quality tests have been performed. We have old inspections that show that the pH of the water is at acceptable levels.
