Below is a compilation of the written questions and answers for the above referenced IFB.
Please be reminded that the deadline to submit your bid will be on May 8, 2025 at 5:00 PM. All bids must be emailed to procurement@dir.ca.gov cc: deverett@dir.ca.gov and msanchez@dir.ca.gov
1. Is LVT updated?
ANSWER: Please see Exhibit A, Scope of Work for updated language along with the updated Exhibit A, Attachment 2 – Installation Requirements.
2. Is Electro static flooring demo part of the SOW?
ANSWER: No, this has been removed from the Agreement.
3. What are the installation hours?
ANSWER: 6:00 pm to 6:00 am
4. Is this a union job?
ANSWER: No, this is a service agreement between a bidder and the Department of Industrial Relations, a State of California public Agency.
5. Can you provide engineering drawings?
ANSWER: Unfortunately, we are not able to provide the engineering drawings. The engineer at this building was not able to locate the plans. We also checked with building management and the plans they have are the same as what we have already provided.
6. Could another walk be scheduled with updated drawings?
ANSWER: The only site walk for this solicitation is the one that took place on April 17, 2025 and there are no updated drawings.
7. What are the dimensions of the freight elevator
ANSWER: Inside Dimensions – 5’1/4” wide by 7’10” deep by 10’ high floor to ceiling; Door Opening – 4’ wide; Capacity – 4500 lbs.
Business Management Office – Contracts Unit 1515 Clay Street, Suite 301 Oakland, CA 94612
8. Will base be going behind the cubicle walls or just up to it?
ANSWER: Base will be going behind the cubicle walls and throughout. Please refer to the updated language in the revised Scope of Work.
9. Will the CR bookshelves stay in place in Suite 9628?
ANSWER: Yes, they will stay in place.
10. Will boxes be provided by the winning vendor?
ANSWER: No, DIR will provide boxes.
11. Will background checks be required for building access.
ANSWER: The Building Management may or may not require background checks.
Unable to determine at this time, please be prepared if this is the case.
12. Please provide updated scaled floor plans. Based on the site visit the floor plans do not seem to be accurate and match the existing layout of the offices. There was mention that the building engineer has updated scaled floor plans available.
ANSWER: Please refer to Question 5.
13. Please update flooring selection. During the site visit it was mentioned that electrostatic material will not be installed.
ANSWER: Please refer to Exhibit A, Scope of Work for the removed language referencing Electrostatic.
14. Please update floor plan to accurately reflect flooring selection.
ANSWER: Please refer to Exhibit A, Attachment 2 – Installation Requirements.
15. Does the building have a parking garage? If there is no parking, where can contractor employees park?
ANSWER: There is no parking available at the building. There is street parking and parking garages are available throughout the area.
16. Please confirm that any electrical related to existing electrostatic material is disconnected by the end user.
ANSWER: There is no electrostatic material being removed under this Agreement.
Please refer to Addendum 1 for the removed language referencing Electrostatic Discharge.
17. Carpet test site revealed that carpet is extremely well bonded with excessive adhesive application. Please refer to the attached picture below. This tight bond will make removal
Business Management Office – Contracts Unit more difficult and time-consuming, which will affect the overall cost of the project. SOW references $600K for budget and any bids exceeding this may be deemed non-responsive. Given the scope of difficulty of this project will this budget be increased? Based on the existing carpet bond the removal will be extremely difficult and should be accounted for in the budget which may increase the overall cost of the project.
ANSWER: No, the budget for this project will not be increased.
18. Please confirm if waxing and sealing of VCT should be included in the bid cost or will this be done by maintenance by the end user.
ANSWER: LVT will not need waxing and sealing. Language removed in the attached Addendum 1.
19. Please confirm who will be responsible for moving of storage boxes. There were several areas throughout installation areas of 9th & 10th floor with storage boxes stacked throughout.
ANSWER: DIR will have movers relocate the boxes.
20. Please clarify the responsibilities of the moving for the end user and for the contractor. For examples the contractor will move free standing furniture and lift cubicles in place. However, there are a lot of miscellaneous items such as office supplies, equipment, and storage files etc. throughout the installation areas. Please confirm if the end user will clear these items prior to installation.
Business Management Office – Contracts Unit
ANSWER: DIR will remove all items from furniture needing to be moved or lifted and have movers relocate boxes as needed.
21. Mandatory Site Inspection stated job walk would promptly start at 11:00 a.m. Three companies were there on time prior to the start of the 11:00 a.m. site visit. Abbey Flooring & Continental Flooring were both late and signed in 5 minutes after 11:00 a.m. This puts other contractors who were on time at an unfair advantage. Please clarify if this is acceptable when solicitation clearly states site visit to promptly start @ 11:00 a.m.
ANSWER: While the language in the IFB does state that the walkthrough will begin promptly at 11:00 am, it does not state that it is unacceptable if a vendor arrives late.

Should the Contractor fail to commence work at the agreed upon time, the awarding agency, upon five (5) days written notice to the Contractor, reserves the right to terminate the agreement. In addition, the Contractor shall be liable to the State for the difference between contractor's bid price and the actual cost of performing work by the second lowest bidder or by another contractor.
2. All performance under the agreement shall be completed on or before the termination date of the agreement.
3. The State does not accept alternate contract language from a prospective contractor.
A bid with such language may be considered a counter proposal and may be rejected. The State’s General Terms and Conditions (GTC) and Contractor Certification Clauses (CCC) are not negotiable.
