About this file
This document is a Sole Source (Including Brand Name) Justification for the simplified acquisition of commercial items. The 76th Software Engineering Group (SWEG)/555 Software Engineering Squadron (SWES) at Tinker Air Force Base requires the procurement of specific Wind River VxWorks software licenses to build a software development environment (SDE) for the KC-46 program. The justification states that the government must purchase the exact same software versions currently used by the contractor in order to meet mission requirements for organic software sustainment. The total estimated value is redacted. The VxWorks software licenses will be acquired through a firm-fixed-price commercial item purchase order with an estimated delivery date of May 1, 2024. The justification cites the statutory authority for other than full and open competition, details the unique qualifications of the sole-source contractor Wind River Systems, and outlines the market research conducted, which found no authorized third-party resellers for the required VxWorks products.
