MEMORANDUM FOR AFSC/PZIM
FROM: OC-ALC OBCA, for 76 SMXG
SUBJECT: Brand Name Justification for S20-041Pelco CCTV Equipment Bundle
1. The 555 SWES/MXDPCA requests the purchase of the Pelco brand name CCTV equipment with Pelco being the Original Equipment Manufacturer, but not limiting to Pelco being the sole source. The ExSite Enhanced PTZ 2MP Explosion proof Camera (EXP1230-4N), Wall Mount, and VideoXpert Pro 1 Channel License + 3yr Sup CCTV equipment are required for use with the Pacer Comet 4 Automated Jet Engine Test System (PC4) in T-9 Sky Harbor. These items will be used by the Engine Test Operators to review performance of jet engine testing.
The requested equipment specifications are outlined below:
a) Four (4) each ExSite Enhanced PTZ 2MP Explosion proof Cameras (Part
Number EXP1230-4N)
b) Four (4) each Wall Mount for ExSite Enhanced Camera (Part Number WXM200)
c) Four (4) each VideoXpert Pro One (1) Channel License + Three (3) Year Support (Part
Number VXP-1C-3YR Sup)
2. C4 requires the use of Pelco CCTV equipment. Current T.O. requires use of the Pelco
IPSXM30C22-2 Camera which is discontinued. The EXP1230-4N Camera is a direct replacement and meets the Form, Fit, and Function requirements for PC4. Replacing the current IPSXM30C22-2 Camera with the EXP1230-4N Camera would require no new training for Engine Test Operators, whereas a different brand would require the use of different operational use and training. The PC4 Statement of Work states that all Test Cells will be similar to one another; therefore, replacing the current Pelco IPSXM30C22-2 Camera with a non-Pelco brand model would cost the Government an extra ~$80,000 per each of the
12 active Engine Test Cells on base, totaling ~$960,000 material costs to replace all CCTV systems in the Engine Test Cells. An additional cost of ~$40,000 would be incurred due to cost of system redesign, integration, and installation of equipment.
3. Therefore, it is requested that the Pelco Brand Name equipment is procured to meet all the requirements of the Pacer Comet 4 Automated Jet Engine Test System Statement of Work.
Pelco is the only brand that can satisfy the Government’s requirement. The Pelco products for this requirement are available through a list of several GSA distributors. Therefore, it is requested that Pelco products be procured to meet all the requirements of the program office and subsequently the warfighters.
4. Pelco is the sole manufacturer of the ExSite Enhanced PTZ 2MP Explosion proof Camera
(EXP1230-4N), Wall Mount, and VideoXpert Pro 1 Channel License + 3yr Sup CCTV equipment that is required for PC4; however, this does not limit the government to purchase this equipment solely from Pelco. After delivery of Pacer Comet 4 Automated Jet Engine System to customer, MXDPCA is responsible for maintenance of system, which is currently using the IPSXM30C22-2
Camera. Hardware design and manufacturer consistency allows MXDPCA to utilize lessons learned to mitigate incompatibility issues, save troubleshooting time, decrease the risk of obsolescence, and enhance long term maintainability.
6. I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem a specific brand name to be required.
