Evaluation

The government is conducting this evaluation in accordance with Federal Acquisition Regulation (FAR) 13.106-2(b) Evaluation of quotations & offers.

Basis for Award

The Government intends to award a Firm Fixed-Price award. Award will be made to the quoter having an acceptable technical evaluation and the lowest price. To be technically acceptable, Factor 1 must receive an acceptable rating. Factor 2 will be evaluated based on the below criteria and overall total price.

Evaluation factors and criteria

Factor 1 – Technical

The Offeror’s quote must show a clear understanding of the requirement as defined in the PWS and demonstrate this as follows:

Personnel Qualifications: Detailed resume of experience and qualifications regarding Mountain Flying & Snow Operations (deep snow) Operations and maintenance plan Aircraft capabilities and condition (helicopter hours/engine hours).

Location where the helicopter is based

The Offeror’s quote must be responsive, complete, realistic and workable.

The rating for technical portion is as follows:

Acceptable Meets specified minimum performance or capability requirements necessary for acceptable contract performance

Unacceptable (Unacceptable ratings are not awardable)

Fails to meet specified minimum performance or capability requirements. The quote is lacking in a certain area(s) of the requirements and cannot reasonably be expected to be made acceptable during any subsequent clarification.

Factor 2 – Price

The price will be evaluated against the following criteria:

1. Realism: Quoted pricing must be realistic for the requirement.

2. Clear understanding: Pricing must reflect a clear understanding of the contract requirements.

3. Inclusive: Pricing must be inclusive of all requested services.

Price inconsistencies: Any inconsistency, whether real or apparent, between promised performance and price, must be explained in the quote. Any significant inconsistencies, if unexplained, raise a fundamental issue of the Quoters understanding of the nature and scope of work required and the quoter's financial ability to perform the contract, and may be grounds for rejection of the quote.

Unbalanced pricing: The government may determine that a quote is unacceptable if the prices quoted are materially unbalanced. Unbalanced pricing exists when, despite an acceptable total evaluated price, one or more contract line items is significantly overstated or understated.
