Questions & Answers - 36C25726Q0722 – Carpet Replacement

Q1. Is there a designated laydown area and staging area for trailers? A site will be selected when contract is awarded.

Q2. Please confirm weather full-time on-site supervision is required throughout construction and identify which positions must be continuously present. The Contractor will supervise their workers. A POC will be available to the VA POC during this requirement.

Q3. Could the Government provide the required carpet specifications, including the manufacturer (or approved equal), style, color, carpet backing, cushion/pad requirements, weight, and any minimum performance criteria?

Broadloom:

a. Primary Backing: Manufacturer’s standard material // Woven polypropylene // Nonwoven, polypropylene or polyester

b. Secondary Backing: // Manufacturer's standard material // Woven polypropylene Nonwoven, polypropylene or polyester // Fiberglass

c. Backcoating: Manufacturer's standard material // SBR latex // PVC // Thermoplastic copolymer

f. Carpet Type: Broadloom //4.6 // 4.1 // 3.65 // 1.82// m (15//13.5 //12 // 6 feet) minimum usable carpet width with exception of corridors and stairs. Modular tile 457 by 457 // 508 by 508 //610 by 610 mm square (18 by 18 // 20 by 20 // 24 by 24 inch square) with 0.15 percent growth/shrink rate in accordance with ISO 2551.

g. Pile Type: Level-loop // Multilevel loop // Cut and loop // Frieze // Cut pile // Random sheared // Level tip shear. Pile type and thickness must conform to ADA requirements.

h. Pile Fiber: Commercial 100 percent branded (federally registered trademark), nylon continuous filament.

i. Static Control: Provide static control to permanently regulate static buildup to less than 3.5 // 2.0 kV when tested at 20 percent relative humidity and 21 degrees C (70 degrees F) in accordance with AATCC 134.

Q4. Is bid bonding required for this project? No, please submit a quote as listed in Instructions of Offerors in the solicitation.

Q5. Can the government provide a blueprint of the ICRA locations for this project? Level 4 ICRA.

Q6. During installation of negative air machine, will the government provide an exhaust vent, window, or are we supposed to air out through corridors? The exterior door can be used as the exhaust area.

Q7. What ICRA level will be necessary? Level 4 ICRA.

Q8. Will the chapel operate during construction? Yes, there will be Sunday services.

Q9. Will the government provide detailed requirements for contractor badging? Please clarify the PIV process including documentation, background checks, and estimated process time. This will be clarified after contract award.

Q10. How soon after contract award does the government anticipate issuing the official notice to proceed?

Once vendor is awarded notice to proceed immediately right after.

Q11. Will this project need to meet the Buy American Act requirements? Yes

Q12. If double-hatting or triple-hatting of key personnel is allowed, what specific information or justification must the Offeror provide in the proposal regarding the individual’s qualifications and ability to perform multiple roles effectively? That is a contractor decision to manage personnel.

Q13. Please identify which key personnel positions, if any, may be combined (e.g., Superintendent, CQC System Manager, SSHO) and under what conditions. That is a contractor decision to manage personnel.

Q14. For pre-construction risk assessment, what is the determined activity type and required control measures for the overall scope of work? Contractor will follow the ICRA.

Q15. Section 6 of the Statement of Work references "the warranty period" but does not specify its duration. Please clarify the required warranty period for this project. Manufacturer Warranty:

Manufacturer shall warranty their carpet for a minimum of ten (10) years from date of installation and final acceptance by the Government.

Q16. The job description refers to carpet replacement "according to plan"; however, the plan package was not included with the tender documents we received. Could the Government please provide the referenced floor plan, clearly identifying the exact boundaries of the carpet replacement, including the main aisle, altar access, stairs, loft, balcony, and transition areas? Or could you provide some photos of the site? A site visit was conducted to allow contractors to field‑verify site conditions and gather the additional details needed to prepare competitive proposals. The Government will provide the referenced floor plan, which will clearly identify all boundaries for carpet replacement, including the main aisle, altar access points, stairs, loft, balcony areas, and transition zones.

Q17. Will new baseboards be required? No.

Q18. The solicitation states that the required Infection Control Risk Assessment (ICRA) level will be determined during the kickoff meeting. For bidding purposes, can the Government advise the anticipated ICRA level or identify the level that should be assumed when preparing our proposal? Level 4 ICRA

Q19. Will the contractor be responsible for moving and reinstalling pews, furniture, altar furnishings, or other equipment located within the work area, or will these items be removed by the Government prior to construction? What about the shelving and all the books inside the two closets at the foyer area? It is the contractor’s responsibility.

Q20. Are there any scheduled chapel services or operational restrictions that will require work to be performed in phases or outside of normal working hours? Yes, there will be Sunday services.

Q21. Because the carpet selection is an integral piece and bids are due in less than a week will the proposal due date be extended? The quotes deadline will be extended; all information will be in the amendment.

Q22. Carpet Installation Method: We understand the specific carpet type is still to be sent, as they mentioned in the meeting. However, the current specifications in the packet mention using padding and tac strips, whereas the existing carpet is glued down. Need for them to pick a direct glue-down carpet to prevent any tripping hazards?

BROADLOOM CARPET INSTALLATION

a. Install broadloom carpet direct glue down smooth, uniform, and secure, with a minimum of seams.

b. Apply regular, unnoticeable, and treated seams with a seam adhesive. Run side seams toward the light, where practical, and where such layout does not increase the number of seams. Install breadths parallel, with carpet pile in the same directions.

c. Match patterns accurately. Neatly cut and fit cutouts, at door jambs, columns and ducts securely.

d. Locate seams at doorways parallel to and centered directly under doors. Do not make seams perpendicular to doors or at pivot points.

e. Provide seams at changes in directions of corridors to follow the wall line parallel to the carpet direction. Lay the carpet lengthwise down the corridors with widths less than 1.82 m (6 feet).

EDGE STRIPS INSTALLATION

f. Install edge strips over exposed carpet edges adjacent to uncarpeted finish flooring.

g. Anchor metal strips to floor with suitable fasteners. Apply adhesive to edge strips, insert carpet into lip and press it down over carpet.

h. Anchor vinyl edge strip to floor with adhesive. Apply adhesive to edge strip and insert carpet into lip and press lip down over carpet.

Q23. Material Storage: If need where can we park a 20-foot container on-site for material storage? Yes.
