About this file
This document is an amendment to a Request for Quote (RFQ) for document destruction services at the William S. Middleton VA Hospital and area Community-Based Outpatient Clinics (CBOCs) in Madison, Wisconsin. The amendment provides answers to vendor questions regarding the incumbent contractor, contract values, locations and site access, equipment requirements, service schedule, and required documentation.
The key details are: there is no incumbent contractor, as the work was previously performed in-house by VA staff; freight elevators and loading docks are available at the main facility; the NAID AAA certification is required for both the prime contractor and any subcontractors; VA personnel will handle destruction of non-paper media such as CDs and tapes; the specific service days will be established after award during a kickoff meeting with the Contracting Officer's Representative. The solicitation is not being extended, and all quotes are due by 3:00 PM local time on March 27, 2024.

Document Destruction Services – William S Middleton VA Hospital and area CBOCs – Madison, WI
(RFQ 36C25224Q0334)
Questions and Answers
1. Q- Who is the Current Incumbent?
A- There is no incumbent. VA staff has completed this work in-house, using designated VA personnel. This approach is no longer feasible, thus the new service requirement.
2. Q- When does the current contract end?
A- There is no current contract.
3. Q- Are any Bridge Contracts in place that extend the current contract?
A- No.
4. Q- What are the last contract award number and total award amount?
A- None
5. Q- Is there a loading dock or area the truck needs to park to perform the services at all locations?
A- There is a main loading dock at the main facility in Madison. There are docks or designated entrance doors at the area CBOCs/facilities. A map and site-specific directions will be provided upon award.
6. Q- Do they provide maps where the bins will be or does someone walk us around?
A- An orientation/kick-off meeting will be held after award. At that time, a map and other guidance will be provided.
7. Q- Is there a lot of walking involved?
A- This question is subjective. However, based off my knowledge (I’m the Contracting Officer for all VISN 12 Document Destruction contracts) there are significantly less bins and rooms at these locations compared to most of our other main facilities.
8. Q- Is there an elevator?
A- Yes, at the main facility there are freight elevators and service elevators. The other facilities will not require elevator access, but service elevators are available.
9. Q- Is there a loading dock?
A- Answered in question #5
10. Q- Is there an incumbent for these services?
A- Answered in question #1
11. Q- What's the contract number for the incumbent's contract?
A- Answered in question #1
12. Q- What is the value of the contract?
A- Answered in question #1
13. Q- I would like to know if the NAID AAA certification should be provided by the Prime contractor or can we just use the subcontractor certificate? As mentioned in Page 16 and 47:
“Contractor shall be National Association for Information Destruction (NAID AAA) certified for mobile shredding.”
A- The NAID AAA certification shall be provided by both the Prime and Sub.
14. Q- P. 15, second paragraph. Will the CD/DVDs, tapes, and other non-paper material that cannot be mixed in with shredded paper be handled separately, via purges?
A- VA personnel will continue handling the destruction of mixed media (CDs, DVDs, tapes, etc). However, in rare occasions purges may be required. If that need arises, a bi-lateral modification or new contract (one-time-buy) will be processed.
15. Q- P. 16, 1.1 (e), last sentence. Are the “large locking central collection container” used to collect shredding material in addition to the quantities listed just above in (b)? If so, how many are required, what size, and where are they priced?
A- The large containers, referenced on P. 16, will remain but not be a part of this contract.
16. Q. P.16, 1.2 (c). Do all locations need to be shred on the same day? Or is this statement indicating that there will be an established day of the week when shredding occurs at each location?
A- The specific days for service are negotiable and will be implemented at the CORs discretion. These days/times shall be discussed/set at our post-award kickoff meeting.
17. Q- P. 17, 1.3, (f). 65g and 95g rolling bins are equipped with case-hardened steel padlocks since a deadbolt is not normally offered as the locking mechanism for rolling bins. Will this be acceptable?
A- Yes, this is acceptable.
18. Q- P. 47, Required Documentation, (a) File 1. Where is FAR 52.204-26 located in the document?
A- Completing pages 49-51 under Section E.4 will cover this requirement. Please make sure to check the boxes on page 50 to verify/agree.
19. Q- Our collection bins cannot negotiate steps, are freight elevators available to move between floors at any facility where bins are located above/below the egress floor?
A- Answered in reply to Question # 8.
20. Q- Incumbent o Is there a current contract for the work being solicited? If so, please provide that awarded contract number or task order number (not the incumbent GSA contractor number).
o Please provide the name of the incumbent contractor and when the contract is ending.
o Please provide the annual contract amount.
o Is the level of effort being performed under the current contract fundamentally the same as what will be required to fulfill the new contract?
A- Answered above.
