About this file

This document is an amendment to solicitation number 36C77023Q0408_0001 for 8135 shipping containers. The amendment provides answers to questions from offerors about requirements for the shipping containers. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 seeks recyclable and biodegradable shipping boxes that can maintain payload temperatures, with inside dimensions of 9 x 6 5/8 x 4 inches. The amendment clarifies that boxes must arrive with insulation installed and ready for use, and that testing of temperature holding ability must be done and verified by offerors. Payloads will include glass vials, cardboard boxes, pre-loaded syringes, and plastic bottles, requiring protection for fragile items. All materials, including insulation, must be recyclable and biodegradable. Offer responses are due by October 9, 2023 at 5:00pm Central Time.

SHIPPING BOXES – SOLICITATION 36C77023Q0408

QUESTIONS & ANSWERS ON THE SOLICITATION:

-The pictures included in the first request for information show boxes with insulative material in place. -- Are we correct in understanding that this RFQ is not asking for that material, nor to have the boxes arrive at your facility with those in place? Upon arrival each box should have insulation in place and be ready to be used.

-Testing with 3rd party vendor verification -- Shall this be done by the VA,, or by the soliciting

Contractor? Testing (certification of holding temperature) shall be done by the contractor and the results need to forwarded with the sample.

-If testing will be done by the VA, when will the VA need first article boxes for testing? Once received, the VA will need to verify that the product can perform.

-Because the VA requests recyclable / biio-degradable material, shall that include the insulative material and surrounding film that is shown in those photos -- if the VA is including that material as part of this 36C77023Q0408? Yes, all materials should be recyclable / bio-degradable

-Because the pictures don't seem to show the bottom of the boxes with water-activated tape closure, can you confirm that the bottom flaps are to have the two major flaps meet in the middle -- and none of the bottom flaps are full overlap, as are three of the top flaps? As long as the box meets our criteria and performs to the standard we set forth your design to seal the box is your design.

-Fragility of the drug payload (glass vials?) Payload is many different items to include glass, cardboard boxes, pre-loaded syringes, and plastic bottles.

-Will extra padding or an inset for the glass vials and syringes be needed? Or will protection for these items be included and provided by Tucson? – provided by contractor

-Dimensions of the payload? Our box dimensions are (Inside: L-9 ¼ x 6 5/8 x 4 ¾) (Outside: L-

11 3/8 x W- 9 ¼ x 6 5/8)

-Combined payload area dimensions needed for payload and gel packs (only dimensions given are external packaging) L-9 ¼ x 6 5/8 x 4 ¾

-Material currently used in the cold chain packaging (does internal cold storage component need to be recyclable?) Yes
